Monitoring, Evaluation and Learning Officer
We are looking for a Monitoring, Evaluation, and Learning (MEL) Officer to implement MEL activities in alignment with the MEL unit’s action plan and identified priorities. The ideal candidate will be responsible for validating data and means of verification on a rolling basis, supporting programme teams with data analysis, presentation, and log frame development, and contributing to ongoing learning processes across the organization.
The Monitoring, Evaluation, and Learning (MEL) Officer is expected to perform the following responsibilities:
Generic Responsibilities:
- Implement delegated monitoring and learning activities according to the agreed work plan.
- Prepare and develop status reports as required by management.
- Support the country strategy process and the development of MEL strategy.
- Ensure that projects target participants most in need and explore and assess new and better ways to assist.
- Contribute to implementation of Safe and Inclusive programming minimum standards, including but not limited to attend relevant SIP capacity building, incorporate SIP in designing tools, data collection and data analysis.
- Promote the rights of IDPs/returnees in line with the advocacy strategy.
Specific Responsibilities:
- Support the unit in implementing MEL activities across various core competencies at the Country Office.
- Update the ITTs and data collection tools on a rolling basis.
- Support the programme units in developing log frames.
- Validate the program data and the means of verifications on a rolling basis.
- Conduct regular field visits and spot checks to the projects’ activities and report on main observations.
- Ensure timely and accurate data reporting on NRC Global Output & Outcome (GoRs), including creating an entry (Data Configuration) for new projects, while ensuring the data is collected ethically.

The successful candidate will bring the following competencies:
Generic Professional Competencies:
- Bachelor's degree in statistics, economics, international development or any related social science field
- Experience working in Monitoring and Evaluation in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
Context/Specific Skills, Knowledge And Experience:
- Relevant tertiary qualification
- 3 years’ relevant experience, preferably in Monitoring and Evaluation, Data Management
- Fluency in Arabic, both written and verbal
