MEAL Manager for the West Bank Area
Position: MA'AN Development Center is seeking to fill the vacant full‑time position of MEAL Manager for the West Bank Unit, based in Ramallah.
Supervisor: Director of Programs
Works Alongside: Program Managers and the Resource/Communication Manager
Supervises and Capacitates: MEAL Junior, Mid-Level, and Senior Coordinators
Purpose of the Role:
The MEAL Manager will monitor interventions throughout the project lifecycle and provide technical supervision across four programs (socioeconomic, humanitarian, protection and agricultural) along with their respective projects.
Working under the supervision of the Director of Programs at MA’AN Development Center, the MEAL Officer will contribute to both project‑level MEAL activities and programmatic tasks that guide and strengthen MA’AN’s interventions. The role includes leading a team of MEAL professionals, contributing to an existing environment of knowledge sharing and professional growth. The MEAL Officer will be assigned to oversee several projects within the four programs, based on their technical expertise and educational background, ensuring effective monitoring, evaluation, and learning across all assigned initiatives.
Main Responsibilities:
- To develop an annual plan for the MEAL department outlining clear responsibilities and workload distribution among department staff.
- To work closely with senior management to develop and implement strategic plans and objectives for the organization.
- To provide input on the development of program goals, outcomes, and performance indicators.
- Design and implement monitoring and evaluation frameworks for programs and projects.
- Develop, track and update the Results Monitoring Plan (RMP) to monitor the achievement of indicator targets and examine project progress towards desired outcomes and impact.
- Oversee the collection of relevant data to assess the progress and impact of initiatives.
- Follow-up on developing the baseline studies related to the projects.
- To analyse program data to identify trends, challenges, and opportunities for improvement.
- To provide insights to inform decision-making and program adjustments.
- To build the capacity of teams to understand and use planning and monitoring tools effectively.
- To identify and assess risks associated with programs implementation and develop strategies to mitigate risks and ensure the overall success of programs.
- To ensure that programs comply with relevant regulations, donor requirements, and organizational policies.
- Responsible for the Project database ensuring projects information is up-to-date and accurate.
- Work with other MEAL coordinators to develop and update the projects monitoring plans and monitor the indicators of the project.
- To recommend further improvement of the project’s logical frame works.
- Supervision of the data collection, compilation, and analysis.
- To provide feedback to the Project Manager on monitoring and evaluation results.
- Monitor strategic indicators for MA’AN Center and monitor indicators at the program level of the strategic indicators.
- Coordinate with the Program Managers within the 4 programs at MA’AN and ensure follow‑up on achievements and challenges.
- Coordinate with the Director of Programs on MEAL staff allocations and workloads for optimal efficiency and timely monitoring of projects.
- Coordinate with the Resource and Communications Manager and Program Managers to support the theory of change, results framework, and logical framework for new concepts and proposals based on the Palestinian social context.
- Support the MEAL technical and coordinators with their tools and reporting, providing technical insights and capacitating staff on data collection for optimal deliverables.
- Support Program Managers, the Director of Programs, and the Communications Manager in bulk data analysis for interim and yearly reports for the institutional level, and in data reporting achievements for donor, national, and local funders.
- To assist in preparing MA'AN's annual report.
More Monitoring Tasks:
- Monitor all West Bank project progress, identify key issues for management to mitigate and support, and capture key lessons for future insights.
- Consolidate new project logical frameworks and develop fundamental components of project MEAL plans for assigned MEAL Coordinators.
- Monitor MA’AN systems (such as KOBO and PMIS) to ensure they are running effectively.
- Conduct project spot‑check field visits across all programs and key projects.
Evaluation Role:
- Monitor and evaluate overall progress on achievement of results.
- Facilitate the process of the external evaluation of projects.
- Oversee the development of all monitoring and evaluation deliverables.
- Coordinate and conduct evaluations with partners and different stakeholders, including design, data collection, management, and analysis.
- Coordinate and lead monitoring and evaluation activities with support from other programs team.
- Approve and revise all key guidelines and selection criteria for the MEAL unit.
- Consolidate all success stories within the unit and disseminate findings to the programs.
- Conduct observational MEAL visits to project sites, as part of spot checks, and provide insights to MEAL staff.
- Consolidate all complaints across the programs, with the support of the key designated MEAL Coordinator.
- Review and provide inputs on evaluation Terms of Reference (ToRs) for external evaluators and assign other MEAL staff if qualified.
- Overview programmatic internal evaluations and provide insights on the OECD DAC criteria.
Accountability Tasks:
- Conduct workshops with relevant stakeholders to raise community awareness about MA’AN’s safeguarding system, including accountability policies and complaint and feedback mechanisms.
- Effectively document complaints and feedback received from beneficiaries during field visits, spot checks, and office interactions, and forward safeguarding‑related complaints and feedback to the Safeguarding Focal Point.
- Document lessons learned from safeguarding‑related complaints and feedback and share them with the Safeguarding Focal Point at MA’AN.
- Consolidate all project‑level complaints within the complaint-response mechanism (CRM) database and follow up on mitigation of identified issues.
- Conduct spot‑check calls across programs and projects.
- Ensure inclusivity in projects and apply a participatory approach by consolidating findings on the needs of people with disabilities and considering the geopolitical and cultural context of targeted locations.
Learning Tasks:
- Consolidate all lessons‑learned reports per project for the department and add them to the manual of lessons learned at both program and organizational levels.
- Archive all external evaluation reports for projects, review findings, and discuss them with relevant MEAL staff and program managers.
- Support the project risk‑management cycle with program managers by assisting in risk assessment and mitigation modalities.
- Create data visualizations, infographics for program-levels, by conducting bulk data analysis and converting findings into clear visuals and numbers.
- Support the creation of Logic Models for projects.

Job Qualifications:
- BA or MA degree in a relevant field (e.g., international development, social sciences, management, economics, statistics, or related field.).
- Priority for Master’s degree (MS/MA) holders with a sustainable development and statistics background.
- A minimum of 5 years of experience in monitoring, reporting, evaluation, accountability, and project management within the PNGOs or INGOs sectors.
- Proven experience in program monitoring and reporting within the non-profit sector.
- Familiarity with donor reporting requirements and compliance standards.
- Proven working experience in both qualitative and quantitative research is required. Ability to collect data and analyse data is required; the ability to use specialized applications or systems.
- Strong understanding of monitoring and evaluation methodologies and tools.
- Excellent data analysis and reporting skills.
- High proficiency in at least one of the following applications is highly desirable: STATA, Tableau, R System, Q/GIS Mapping, Power BI, or SPSS.
- Valid driver’s license.
Skills and Personal attributes:
- Experience in Qualitative and Quantitative Research and data collection and analysis.
- Effective communication and interpersonal skills.
- Proficiency in writing reports in both English and Arabic language, with strong written and oral communication skills.
- Ability to work within a team environment and readiness to conduct field visits across the West Bank alongside MEAL colleagues or other project staff.
- Proficiency in relevant software and tools for data management and reporting such as: KoboToolbox, SPSS, STATA, or Power BI.
- Computer skills (MS-Office including MS-Project).
- Experience & familiarity in Palestinian issues and the NGO sector.
- Adept skills in project cycle management.
- Ability to work under pressure.
- Digital reporting and analysis skills are required, with proficiency in Microsoft Word, Microsoft PowerPoint, and Microsoft Excel.
- Ability to think critically and integrate lessons learned across the project lifecycle into other similar projects.
- Valid driver’s license an advantage.
