Logistics Officer
MdM is a medical humanitarian NGO. Since 1980, MdM has worked independently around the world to guarantee universal and sustainable access to healthcare.
In Palestine, the objectives of the programs are to limit the medical impact of the restrictions in accessing medical care on the Palestinian population, to improve mental health and psychosocial care and to bear witness to the violations of the right to health.

MAIN OBJECTIVE:

To implement procurement and logistics activities, in accordance with MdM standards, protocols and procedures, on Gaza strip
SPECIFIC OBJECTIVES
- Receiving, processing, and implementing logistical requests
- Assist in preparing and implementing the procurement plan in accordance with established procedures
- Receiving, checking, and controlling orders
- Applying and checking the application of instructions, protocols, and procedures
- Identifying suppliers and service providers, updating the database of suppliers and service providers, updating the database of suppliers and service providers
- Drafting suppliers’ contracts and monitoring their execution.
- Organizing inventories and stocktaking
- Stock management, monthly follow of consumption and monthly reports.
- Organizing transport of goods and people
- Managing premises, material, and equipment (identifying maintenance needs, monitoring use/consumption, etc.)
- Draft activity reports
- Liaison with the finances department, collection, and restitution of the necessary data (invoice, accounting code, quotes, etc.)
- Depending on the configuration of the mission, supervise the team (plan and monitor activities, recruitment, discipline, training, etc.)
- Follow-up on MdM vehicle usage, maintenance needs, and fleet documentation
TASKS AND RESPONSIBILITIES

Main responsibilities and activities of the Logistics Officer can change according to the organization of the work and to the composition of the team.
- Procurement
- Prepare Quotations Requests and Perform purchases once the supplier / items are selected.
- Collect, negotiate, and receive technical and financial proposals, and draft the evaluation to assist the evaluation committee members when and if required.
- Ensure the completion of Procurement Files and Contracts and ensure adequate archiving.
- Responsible for filling in the Procurement and Contracts Follow up templates.
- Ensure office and mobile medical teams’ stationery supplies including maintenance of stock list of stationery, distribution of stationery as required by staff and keeping a log of distribution.
- Support procurement digitization and promote the use of standardized procurement tools.
- Stock
- Ensure that accurate and complete Logistics procedures, reporting and internal control systems are functioning and that all relevant records are properly maintained.
- Support in the reception and distribution of goods into MDM warehouse (Checklist & Stock Cards).
- Follow up on the expiry of any perishable item in stock (including rotating the food and refilling consumables in the emergency boxes kept in the house and in the office).
- Equipment
- Ensuring that all staff in Gaza are properly trained in the use of MDM equipment specifically entrusted to them and of all MDM general equipment available in the office (shared printers, copier machine etc.).
- Ensure the proper maintenance and follow of MDM equipment.
- Participate in filling in the Monthly Statement of Equipment for the base.
- Travel / Movement
- Drive MDM vehicles upon request, in line with MDM guidelines for driving/security.
- Monitoring the monthly fuel consumption of MDM vehicles and the logbooks.
- Handling of the team’s weekly movement plan and Receiving Movements backup.
- Programs
- Assist the program team to ensure all the needs of the projects in terms of procurement.
- Communicate with the administrative department to make sure of the proper codifications and allocation of the procurement orders.
- Reporting
- Assist in the update submission of the base logistics report to the Logistics Manager monthly, the report shall include the following and shall be sent no later than the 10th of the following month.
- Monthly procurement supply plan
- Monthly Vehicles fleet and consumption.
- Monthly equipment list.
- Monthly Contracts Follow up Sheet.
- Ensure Monthly IT report is done by the IT service provider ensuring the data backups.
OTHERS
- Confidentiality, observe absolute discretion on the documents, interviews, discussions etc.

REQUIRED SKILLS AND COMPETENCES
Education:
- Mandatory: bachelor’s degree in management, Accounting, Finance, Information Technology, Engineering or similar specialist in Relevant Field.
- Desirable: Diploma in a relevant logistics field (Procurement, Inventory management, Warehouses Management, training, others
Experience:
- Mandatory: a minimum of 3 years of experience
- Mandatory: I/NGO experience / etc
- Desirable: Experience in procurement, Inventory, Warehouse management.
Languages:
- Mandatory: Strong communication skills in English and Arabic both written and spoken.
Computer Skills:
- Mandatory: Proficiency in MS office, others
- Desirable:
- Write professional reports, collect and analyze data, organize, classify, and communicate information.
- Experience using procurement or asset management softwares.
