Job Title: Health Referent
Job Location: Gaza Strip
Duration: 4 months, start date 1 August 2025 with possibility of extension depending on the availability of funds.
Reports to:
Hierarchically: to Projects Manager under the overall supervision of Gaza Field Coordinator
Technically: to Medical Coordinator.
Category: Highly qualified.
1. Background
Doctors of the World Spain is an independent association that works to realize the right to health for all people, especially for vulnerable populations, excluded or victims of natural disasters, famine, disease, armed conflict or political violence. Our projects are carried out in Spain as well as in 19 countries in America, Africa, the Middle East, and Europe. The main mission of the volunteers and professionals who form part of our organization is to work towards the fulfillment of the fundamental right to health and the enjoyment of a dignified life for everyone.
Since 2004, Doctor of the World Spain has been present in Palestine, supporting the mental health services in the occupied Palestinian territory (the West Bank and Gaza), promoting a mental health model based on promotion, prevention, and community care.
2. Context
The Gaza Strip faces significant public health challenges due to the ongoing war, forced displacement of the population, and limited access to basic services. In the face of the subsequent humanitarian crisis, MdM SP supports the provision of primary health care services in health facilities.
3. Objective of the consultancy/contracted services
To support effective implementation of MdM health activities through careful administration of the human, material and organizational resources required for guaranteeing the continuity and quality of health care in Gaza Strip.
4. Main responsibilities
- Guide MdM SP team in the organization and coherent set up of our activities, guaranteeing interventions quality.
- Ensure the technical coordination of health care services with the different actors (NGOs, partners, MoH) and within our organization (health staff, logistics team and administration).
- Ensure coordination and continuous communication between the MoH, WHO, other medical institutions and MdM Spain, through the hierarchical and technical supervisors.
- Participate in technical tools preparation.
- Conduct health needs assessments.
- Oversee the medical stock available in the interventions’ facilities and their correct management; to manage the supplies requests and procurement in coordination with PM/FieldCo and supported by MedCo.
- Oversee, manage and analyze project data, and related data protection, together with the Field Manager and the medical coordinator.
- Propose, provide, and participate in training programs for local medical staff.
The Consultant shall respect MdM-S regulations and is expected to be available anytime in order to respond to an emergency situation and be flexible beyond normal working hours if requested.
5. Deliverables
- Health program operational plan
- Detailed technical work plan for the implementation and monitoring of MdM health activities, with clear timelines, and indicators to successfully achieve projects target.
- Updated as needed in coordination with the Projects Manager and Medical Coordinator.
- Technical coordination and communication reports
- Bi-weekly reports documenting coordination meetings and agreements with MoH, WHO, partner NGOs.
- Attendance sheets and minutes from Gaza Health Cluster meetings and other relevant technical fora (WGs).
- Health needs assessments
- 2 Global assessment reports following MdM tools, after adaptation discussed with MedCo.
- 4 Follow up need assessment with a tool to be drafted by Health Ref and reviewed with MedCo.
Medical stock and supplies management - Monthly inventory reports of medical stocks and supplies in intervention facilities.
- Process documentation for supply requests, procurement actions, and stock management.
- Forecast and consumption monitoring reports for pharmaceuticals and consumables, preventing stock rupture, where possible.
- Project data monitoring and analysis
- Monthly project data summary including beneficiary numbers, key performance indicators, data analysis, and flagged issues or trends, in collaboration with MEAL officer.
- Data protection compliance checklist or report in coordination with Field Coordinator/PM and supported by Medical Coordinator.
- Health Training program
- Training needs assessment reports for local and partner staff.
- Training curricula, schedules, and participant attendance lists for delivered sessions.
- Post-training supportive supervision records and evaluation/feedback summaries.
- Technical supervision and clinical quality reports
- Supervision visits records, checklists, recommendations, and follow-up action plans.
- Reports on adherence to clinical protocols and infection prevention and control (IPC) measures.
- Project and donor reporting support
- On request of PM/FieldCo, contributions to donor and internal reports including health statistics, analysis, and narrative inputs.
- Documentation of sources of verification for reported indicators.
- Stakeholder engagement documentation
- Records of meetings and agreements with MoH, health partners, and technical referents.
- Procurement and logistics validation
- Reports/verifications on equipment maintenance, waste management practices, and compliance with MoH/WHO standards.
- Epidemiological and emergency response support
- Epidemiological monitoring summaries and technical support documentation for any emergency responses undertaken.
- Other ad hoc deliverables
- Any additional technical notes, policy briefs, or urgent reports required by the PM/FieldCo, Medical Coordinator, within the consultancy period.

6. Profile requirements
1. Education: Medical Doctor or Health Professional with advanced training in Public Health, Family Medicine, Nutrition, or similar.
2. Professional experience:
- Minimum three years of professional experience in the capacity as similar position and previous experience working with INGOs;
- Knowledge of national and international medical protocols;
- Prior experience in training, mentoring, and technical supervision
- Experience in sexual and reproductive health programs, epidemic response, nutrition;
- Experience in managing Primary health care centers and mobile medical teams is an asset;
- Experience in data collection and analysis is an asset.
3. Professional requirements:
- Strong clinical, public health, and nutrition knowledge;
- Ability to design and deliver practical trainings;
- Good data analysis and report-writing ability;
- Excellent level of understanding in humanitarian and human rights principles and standards;
- Knowledge of Gender and protection approach;
- Fluent in Arabic and English (spoken and written);
- MS Office, IT and data collection proficiency.

8. Payment
MdM Spain will directly contract with the successful candidate and release the necessary payment as per the proposed fees.
The total payment for this contract is Eight Thousand Euro (8000 EUR) all included. The service provider is responsible for his own health insurance and for following the government taxation regulations regarding paying all their income taxes and duties as per the regulations of Ministry of finance and provide MdM Spain with the receipt of payment.
The following activity related expenses will be covered by MdM Spain:
- Transportation, location, rent and hospitality for the participants.
- Stationary, logistics and printed material needed for the activity.
