The “Risk Management office” supports all projects of the German state development cooperation (GIZ, KfW, PTB) and fulfils tasks to support the delivery capability and the best possible guarantee of personal security of its clientele. The RMO provide services in three main fields of action: (1) Security & Safety Analysis and Advisory, (2) Operational Movement Support, and (3) crisis prevention and management.
To achieve our mission, we are looking for a full-time (100%) position
“Financial Specialist”
Tasks and Functions include but are not limited to:
Project Financial Steering and Monitoring
- Support Project Manager (AV) with overall Project Financial Steering and Monitoring, including contribution to Follow-On Phase budgeting, Change of Offer preparation and Annual Reporting
- Responsible, under AV supervision, for Commission Financial Management coordination with Country Office and Headquarters responsible units.
- Manage, under AV supervision, Internal / External Control Preparation, Process, and Follow Up with auditors and Country Office, ensuring full compliance with GIZ regulations on financial processes, records and reports
- Responsible, as delegated, of carrying and overseeing all project-related financial tasks / processes (ex. procurement, payments, financial reconciliation, fund requests, contract, VAT exemption, etc.) including monthly planning and monitoring project expenditures and cashflow, in coordination with Country Office, using GIZ required software’s and ensuring compliance with GIZ regulations and by coordinating with necessary in-ternal / external providers.
- Responsible for Project Financial Knowledge Management, digital and paper docu-ments, as per GIZ Rules & Regulations.
- Support Projects component in establishing & maintaining efficient Financial-related in-ternal project processes & monitoring tools (ex. vehicle performance dashboard, etc.).
Project Administration & Office Assets Management
- In charge, as delegated, of carrying and overseeing all project-related office and assets management tasks / processes (ex. overseeing & coordinating facility works, keeping assets inventory, assets sale or transfer, communication and IT subscriptions, etc.) using GIZ required software’s and ensuring compliance with GIZ regulations and by coordinating with necessary internal / external providers.
Other Duties / additional Tasks
- Responsible to prepare and ensure compliant Project Manager Hand-Over protocols and processes when required.
- Collaborate with Project Technical staff in drafting Terms of Reference and organizing SRM / Project Team events (ex. workshop, trainings, exercises, etc.)
- When required or assessed pertinent, provide transverse support to Project SRM Oper-ational provided services.

Required qualifications, competences and experience are considered an asset:
- Bachelor University degree (or equivalent) in Finance, Business Administration, Public Administration, Accounting, Economics or related field.
- At least 5 years’ professional experience of project financial and administrative management with International Development or Humanitarian Organization (or a comparable position)
- Experience in general and international financial and accounting principles, and ability to handle complex financial and administrative responsibilities accurately, thoroughly, confidentially, and in a timely manner
- Advanced skills in office management and logistics
- Advanced knowledge and proficiency in Business Applications such as Microsoft Office suite (including Outlook and Excel) and common accounting & communications software
- Advanced oral and written communication skills, interpersonal skills, and organizational skills, including the ability to produce within deadlines regular reports and presentations
- Experience of and ability to work efficiently in remote team collaboration
- Ability to learn new technologies (sometimes with training; sometimes independently) and train others
- Full proficiency in Arabic and English, knowledge of Hebrew and / or German is an advantage.
- Knowledge of budget forecasting and planning
- Ability to follow rules and procedures attentively and accurately in administration and documentation
- Ability to handle several tasks simultaneously
- Creative individual with innovative skills to proactively develop solutions and new processes and/or approaches
- Ability to act with integrity, confidentiality, and the highest ethical standards
- Good Team player willing to upskill as required by the tasks to be performed
Assignment: As soon as possible. 14 months contract with extension upon project renewal
