Position Title: Financial Controller

Line Manager: Finance & Controlling Director  

Status: Full Time- two years limited contract and might be extended based on funding availability and the ongoing need for the position.

Location: SOS Children’s Villages Palestine - National Office - Bethlehem

Mission of the Position:

Under the supervision of the Head of Finance, the Financial Controller will:

  • be responsible for the quality of financial information to allow decision-making and contribute to the efficiency and effectiveness with which operations are conducted.
  • Master of fiduciary tasks.
  • Participate in Project Planning & budgeting.
  • Contribute to having a coherent internal control system.

Main clients:

  • Project Management Team.
  • IOR Advisors.
  • Institutional and major donors.
  • Implementing partners.
  • External and Internal Auditors

Key performance areas and main responsibilities:

Budgeting and Budget Control

  • Take a Leading role in the project's budgetary planning and preparation.
  • Participate in the different calls for proposals and application committees.
  • Understand donor compliance requirements and establish a necessary compliance schedule.
  • Ensures technical correctness of the project's budget, including alignment with donor and CVI Requirements.
  • Prepare project budget deviation and utilization report.
  • Provide support to the elaboration of budget change proposals and validate them following applicable guidelines.
  • Ensure the most updated budget details are registered in the SOS Palestine/ Donor System.

Accounting and Financial Management

  • Oversee projects accounting, including timely supervising the recording of transactions, Expenses and Revenues, cash management, bank reconciliations, Fixed Assets, receivables, and payables.
  • Cost Allocation: Ensure the shared allocation model is applied consistently in line with organizational and industry standards.
  • Closely monitor expenditure trends and work with relevant parties to have corrections posted on time
  • Record grants in the SOS Finance system.
  • Review Projects accounting-related transactions (payment vouchers, receipt vouchers, debit and credit notes, correcting journal entries) prior to entry into the accounting system.
  • Consolidates Projects and Emergency financial reports.
  • Supports the Finance & Controlling Director in developing and implementing projects and emergency financial procedures and controls.                                                                                                      

Internal Control

  • Identify Internal control gaps within the different project implementations and communicate them to the FCD promptly.
  • Participate in Finance & Controlling Risk Assessment.
  • Recommend the Means of Verification required for justification of expenses
  • Review and report field/location adherence to established guidelines in fields of Inventory and Fixed Assets Management.

Reporting

  • Provide timely, robust, accurate, and reliable financial information to stakeholders, assisting them in interpreting financial data and making decisions in the best interest of the organisation.
  • Verify the monthly financial statements prepared by the finance team members.
  • Supports FCD in providing relevant financial information to specific deadlines as requested by different stakeholders
  • Establish and maintain a system for reporting and sharing relevant financial updates with internal and external stakeholders; develop reporting templates for financial and narrative reports and establish clear deadline for submission of regular financial performance reports

Funds Management

  • Compile and prepare the project's cash flow.
  • Analyze the treasury position and prepare the request for funds.
  • Ensure working space is managed and maintained facilitating effectiveness and efficiency
  • Organize the fund flow and payment methods.

External Audit

  • Act as contact with external auditors on accounting matters and, in consultation with the FCD, to make available to them all records required for the purpose of auditing the accounts, including any additional audits for funding agencies
  • Prepares annual Financial Statements of the Member Association (embedded in an entire audit package according to both, national and SOS Children’s Villages standards)
  • Checks draft audit reports to be in line with the accounting data
  • Supports FCD to prepare the Audit Progress Reports and to ensure the implementation of the Audit Management letter’s recommendations

Project Cycle Management

  • Ensure the proper set-up of accounting and donor requirements (PU, Bank account, etc)
  • Maintain appropriate relations with donors and oversee submission of all financial reports as required. Maintain and manage the donor financial reports and monitoring report tracking schedule.
  • Oversee the management and reporting of cost share and ensures that SOS PS achieves the results of which it is responsible under the donor agreement.

Human Resources Development in Finance

  • Contribute to department team-building efforts, help team members identify problem solving options, and ensure the integration of all team members into relevant decision-making processes.
  • Mentor and coach peers and subordinates.

Child Safeguarding (CS)

  • Responsible within own area of work to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination based on SOS Child Protection Policy principles
  • Responsible for reporting any CS suspicion, concern, allegation or incident immediately following Child Safeguarding reporting procedures. CS reports should be made to the national CS focal person or any other member of the national CS team and/or to the respective line manager

Job Requirements

Qualifications and Competencies for the position:

Must Criteria:

  • BA Degree in the field of Finance and/or Accounting.
  • Working experience of 7 Years in Financial Management.
  • A minimum working experience of 5 years in the INGO sector.
  • Experience working in a leading finance position.
  • Fluency in English.

Competencies – knowledge, skills, abilities:

  • Intermediate Skills in using MS Office 2019
  • Ability to work under pressure.
  • Good communication skills.

Preferred additional criteria:

  • Knowledge of experience in using Microsoft Dynamics, Power Apps & financial modelling.
  • Knowledge in project management, controlling, and monitoring.
  • Advanced academic degrees or professional certificates are preferred.
