Base: Tubas or Ramallah with frequent visits to target locations in West Bank

Introduction:

WeWorld has been working in Palestine since 1992, operating in the field of human rights, humanitarian aid and development to guarantee Palestinian communities access to basic services and available natural resources, in particular with regard to integrated service management, the strengthening of the integrated protection of the population and the enhancement of local socio-economic development in a sustainable and innovative way, with particular attention to the social and economic empowerment of women.

WeWorld in Palestine has 5 offices (Jerusalem, Ramallah, Hebron, Tubas and Gaza Strip). Over the decades, WeWorld has implemented several interventions funded by multiple donors: ECHO and EU, UN agencies such as UNICEF and OCHA, as well as international agencies such as AICS, SIDA, GIZ, JICA, GFFO, FCDO, and others. With a people-centered approach, the priorities are always identified together with the communities we serve, with a specific focus on a triple Nexus approach.

The position:

Under the leadership of West Bank Emergency Program Manager, the Education Coordinator (EC) will coordinate day-to-day programmatic and administrative efforts for the RISE Project in the West Bank, and for any future education projects implemented by WeWorld.

RISE – Resilient, Inclusive and Safe Education for children affected by conflict in Palestine is a intervention that aims to minimize learning loss and promote psychological wellbeing of 15,760 male and female pupils from Gaza and West Bank by providing access to remedial education centered around foundational skills, psychosocial support, and social-emotional learning via intensive summer camps and extra-curricular program during the academic year, while addressing WASH and infrastructural needs of schools and Temporary Learning Spaces (TLSs) and contributing to increase educational communities’ resilience. 

 

The day-to-day activities include, but are not limited to, liaising with the partner organizations in the West Bank, local stakeholders, and school administrators, while providing technical support to the RISE Project Manager and partner staff in Gaza, offering guidance on curricula design, pedagogical approaches and educational strategies, when needed.

In addition, the Education Coordinator will support the Senior Management Team (SMT) to set a broader strategy for educational interventions in the West Bank and Gaza. The EC will work with a network of local partners, Ministry of Education and Higher Education (MoEHE), and stakeholders on enhancing the quality of and access to non-formal education, Education in Emergency (EiE), Inclusive Education (IE) and psycho-social support in education.

Specific Objectives and Fields of Responsibility

  1. Project Implementation (West Bank)
  • Coordinate the implementation of RISE program activities;
  • Maintain strong working relationships with the school administrators, regional departments of the MoEHE, to ensure timely delivery of summer camps, extra‑curricular programmes and SEL sessions;
  • In coordination with the RISE Project Manager and the Emergency Program Manager maintain strong relations with implementing partners;
  • In coordination with the Emergency Program Manager design and implement workplans in order to meet education projects’ goals and deliverables in accordance with standards, timeline, and budget;
  • Ensure budgets allocated to West Bank activities are spent according to donor proposals and regulations and within the appropriate timeframe, updating the Emergency Program Manager of the financial status of the projects’;
  • Coordinate the implementation of future education program activities in West Bank.

 

  1. Technical Support & Quality Oversight (Gaza & WB)
  • Provide pedagogical guidance to the RISE Project Manager, including plan reviews, curriculum adaptation and advice;
  • Harmonize remedial, SEL and PSS curricula between West Bank and Gaza; lead the development of learner assessment tools and inclusive education checklists;
  • Facilitate WB–Gaza peer‑learning exchanges and joint planning workshop;
  • Technical coordination and planning of activities and training implemented by project team and external consultants (if any).

 

  1. Strategic Leadership in Education (Gaza & WB)
    • Under the guidance of SMT, contribute to design a strategic approach and design educational interventions in the West Bank and Gaza;
    • Maintain close oversight of other educational activities implemented in the field, especially those related to EiE and Non-Formal Education;
    • Support the WW team by actively participating in meetings led by the Educational Cluster in the West Bank.
  2. Program Development
  • Assist the Program Manager and HoP with the identification and design of future projects in the education sector emerging from lessons learned and project’s best practices;
  • Highlight and bring to the attention of Head of Operations /Program Manager/Head of Programs/Country Representative good practices and opportunities arising from the implementation of the supervised projects;
  • Lead or support, according to needs and availability, the technical aspects of project proposal development in coordination with the Programming team (Grant Manager, Head of Programs).
  1. Quality Management
  • In collaboration with Project Managers and MEAL Department, implement monitoring and evaluation procedures to ensure accurate implementation, transparency, and the best use of WeWorld resources.
  • Make sure project activities and reports are delivered on time and of the best quality.
  • Support the preparation of relevant documentation during and after field visits.
  • Ensure accurate and timely preparation of monthly and interim reports, as well as provide quality assurance for reports submitted by project partners.
  • Perform any other duty as requested by the line manager and Head of Programs.

Job Requirements:

Qualifications and Knowledge

  • A university degree in the field of Education (Early Childhood Development, Inclusive Education, Education Policy, Curriculum Design, Educational Instruction). A master’s degree is preferred.
  • Proven experience designing remedial, SEL curricula and training teachers or counsellors.
  • Good verbal and written communication, interpersonal and team skills.
  • Valid and clean driving license.

Professional Experience

  • A minimum of 5 years of experience in the implementation of educational projects, in particular Non-Formal Education, Education in Emergencies, Social and Emotional Learning, and educational instruction.
  • Previous cooperation with the Ministry of Education and Higher Education is preferred.
  • A minimum of 3 years of relevant working experience in project coordination.
  • Experience in Project Cycle Management will be preferred.
  • 3-5 years of experience in Project Development and proposal writing.
  • Previous work experience with international NGOs will be preferred.
  • Proven experience in coordinating and managing relationships with international and local partner organizations and donors.

Skills and Abilities

  • Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues.
