Position: Deputy Head of Programs

Location: Palestine

(This position is part of the West Bank Protection Consortium (WBPC), Hosted by PUI)

Reports to: Head of Program (HoP)

Duration: 1 year with possibility of extension

The West Bank Protection Consortium (WBPC) is a strategic partnership of international NGOs, dedicated to supporting vulnerable Palestinian communities in the West Bank, including East Jerusalem.

Première Urgence Internationale (PUI) is a French humanitarian NGO providing emergency aid and long-term support to crisis-affected populations, including vulnerable communities in the West Bank and Gaza through health, education, WASH, and livelihood programs.

Purpose of the Position:

The Deputy Head of Programs will provide comprehensive support to the Head of Program (HoP) who is working remotely (temporarily), in the effective implementation and coordination of the Consortium's programs, grants, donor program visits, information provision and internal WBPC secretariat and partner coordination).  The Deputy Head of Program will play a key role in representing the Head of Program,  attending cluster meetings, assisting with the drafting of donor proposals and reporting, providing program information to the Secretariat, and ensuring efficient program administration. The Deputy Head of Programs will also support the WBPC Chief of Party and the Secretariat where needed.

Key Responsibilities:

  • Representation and Coordination:
    • Represent the Head of Program in official meetings, conferences, and workshops, as delegated, when the HoP is not able to attend.
    • Support the HoP in liaison with Consortium  partners to advance effective communication, collaboration, and information sharing.
    • Support the HoP to build and maintain strong working relationships at field level with key stakeholders, including WBPC partners staff, UN agencies and NGOs.
    • Provide updated and consolidated program information to the Secretariat.
  • Cluster Participation and Reporting:
    • Attend all relevant Cluster meetings (Shelter, WASH, Protection, Cash, FSL) on behalf of the HoP where the HoP cannot attend.
    • Where the HoP cannot attend, actively participate on behalf of the HoP in cluster discussions, and provide updates on the Consortium's program activities.
    • Prepare concise and informative reports on cluster meetings and share key findings with the HoP and CoP.
    • Upon request of the HoP or the CoP, meet with relevant Palestinian authorities to exchange information on communities, needs and responses, and to ensure appropriate coordination.

 

  • Field Visits and Monitoring:
    • Organize and attend programmatic field visits for donors on behalf of the HoP, ensuring logistical arrangements, preparing and meeting beneficiaries in the field in advance of the visit, preparing information, maps and itineraries in the field in advance of the visit, preparing briefing materials and providing briefings where needed.
    • Upon request of the HoP or the CoP, meet with, gather information and provide updates  WBPC communities regarding their needs and responses provided.
  • Program Support and Administration:
    • Assist the HoP in the drafting and finalizing of donor proposals and reports.
    • Support the HoP in monitoring program activities in the field, gathering data, and program progress and challenges.
    • Assist in the maintenance of program databases, including those for demolitions, crisis modifiers (CM), and field teams (FT).
    • Assist HoP in all tasks related to the management and operation of the HoP Working Group and Crises Management Unit (CMU).
    •  Take and finalize minutes for all meetings as required.
    • Support the HoP in organizing the annual Strategic Workshop, including logistics, agenda development, and participant coordination.
  • Other:
    • Undertake any other tasks assigned by the HoP that are relevant to the position and the achievement of the Consortium's objectives.
    • Provide any and other support to the Consortium secretariat where required.

Job Requirements

Qualifications and Experience:

Education: Bachelor's degree in a relevant field (e.g., international development, humanitarian assistance, social sciences). An advanced degree in a relevant field is an advantage.

Experience: At least 5 years of progressive experience in program coordination, donor reporting and proposal writing, and support within the humanitarian or development sector.

Knowledge and Skills:

    • Donor proposals and reporting
    • Strong understanding of humanitarian principles and best practices.
    • Familiarity with the West Bank, the oPt cluster system and humanitarian coordination mechanisms.
    • Excellent communication, interpersonal, and representation skills.
    • High quality skills in research, writing, databases, provision and presentation of information.
    • Strong organizational and time management skills with the ability to prioritize tasks and meet deadlines.
    • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
    • Fluency in English and Arabic is essential.
    • Knowledge of oPt cluster system is preferred

  • Possession of a Jerusalemite ID is essential due to the nature of the position, which involves working in East Jerusalem and frequent travel across the West Bank, particularly Area C.
