Business Development & Strategy Manager
Massader (a PIF company) is seeking qualified professional for the position of Business Development & Strategy Manager at PIF Headquarter in Ramallah.
We are a specialized energy and infrastructure development company with a strong portfolio in renewable energy and a growing pipeline of projects. Our work spans feasibility, development, and strategic partnerships—with a focus on impact, innovation, and sustainable growth.
The Business Development Manager will lead and coordinate business development initiatives, including planning, executing, and monitoring projects to support the organization’s strategic goals. This role requires advanced analytical skills, a proactive approach to identifying growth opportunities, and effective coordination across internal and external stakeholders. The position will work side by side with the CEO to drive key strategic projects and partnerships.
Duties and Responsibilities:
Business Development:
- Lead the identification, evaluation, and pursuit of new business and partnership opportunities aligned with the company’s strategic objectives.
- Oversee the development of pitch decks, investment proposals, and other external-facing materials to effectively position the organization with stakeholders.
- Drive relationship-building and engagement with investors, partners, donors, and public stakeholders to secure and advance strategic initiatives.
- Supervise the preparation of proposals, presentations, and reports for senior management, partners, and the Board as required.
Strategy & Investment Support:
- Direct and manage business development projects from initiation through execution, ensuring alignment with objectives, timelines, budgets, and performance targets.
- Lead comprehensive market research, competitor analysis, feasibility studies, and sector research across infrastructure and energy domains to inform investment and strategic decisions.
- Oversee tracking of project pipelines and ensure proactive follow-up on key milestones, deliverables, and risk mitigation actions.
- Provide high-level briefing materials, strategic recommendations, and decision support to the CEO and executive leadership.
- Coordinate and influence cross-functional initiatives with shared department teams, ensuring alignment, accountability, and progress toward objectives.
- Facilitate and lead internal and external meetings, ensuring clear documentation, timely communication, and effective execution of action items.

- Bachelor’s degree in business administration, Economics, Finance, Engineering, or a related field.
- Master’s degree or professional certification in a related field (e.g., MBA, CFA, PMP) is required
- 5-7 years of experience in business development, investment, consulting, strategic planning, or a related field, including proven project management experience
- Strong communication and presentation skills with proficiency in preparing written briefs, reports, and PowerPoint presentations. Analytical thinker with basic financial modeling skills and a detail-oriented mindset
- Proven ability to manage multiple workstreams, prioritize tasks, and engage effectively with diverse internal and external stakeholders. Comfortable working independently and reporting directly to senior leadership
- Fluent in Arabic and English (both written and spoken).
Preferred Background:
- Experience in energy, infrastructure, or public-private development
- Strong project management experience, including leading and coordinating cross-functional projects
- Exposure to lean, high-impact teams or startups or dynamic project environments.
