The Agricultural Development Association (PARC) is a pioneering Palestinian non-governmental organization committed to supporting sustainable agricultural development, food security, natural resource management, and the empowerment of rural communities. As part of its humanitarian and development efforts, PARC implements comprehensive Water, Sanitation, and Hygiene (WASH) programs aimed at improving the resilience and well-being of vulnerable communities.

Position Summary:

PARC is seeking to recruit a highly motivated and qualified WASH Civil Engineer to oversee and supervise WASH infrastructure activities in the Gaza Strip. The WASH Engineer will be responsible for ensuring that all technical aspects of WASH projects are implemented in accordance with national and international standards, as well as in full compliance with Oxfam's guidelines and the regulations and requirements of the donor, the European Civil Protection and Humanitarian Aid Operations (ECHO).

The position requires close collaboration with community protection committees, local stakeholders, and coordination with Oxfam teams to ensure the effective and sustainable delivery of WASH services.

Main Duties and Responsibilities:

Technical Implementation and Supervision:

• Lead on the planning, design, and execution of WASH infrastructure activities including:
• Construction, rehabilitation, and maintenance of latrines.
• Installation and repair of water tanks and solid waste containers.
• Maintenance and rehabilitation of water wells.
• Supervise potable water trucking operations, ensuring safe, quality, and timely service delivery to targeted communities.
• Conduct technical assessments, surveys, and site inspections to inform project designs and interventions.

Design and Documentation:

• Prepare detailed technical drawings, designs, and specifications using AutoCAD and related software tools.
• Develop comprehensive Bills of Quantities (BoQs), technical specifications, and construction schedules.
• Ensure all designs and plans adhere to humanitarian standards, local regulations, and environmental sustainability principles.

Compliance and Quality Assurance:

• Ensure that all WASH infrastructure works are implemented in strict compliance with Oxfam’s internal standards, humanitarian principles, and ECHO’s donor-specific regulations and guidelines.
• Implement quality control measures throughout all stages of project implementation, ensuring adherence to health, safety, and environmental standards.

Monitoring, Reporting, and Coordination:

• Monitor the progress of WASH infrastructure activities, identifying and addressing technical and operational issues proactively.
• Prepare and submit timely and high-quality technical reports, site visit reports, progress updates, and final reports in both Arabic and English.
• Actively participate in internal meetings, field coordination meetings, and technical workshops organized by PARC, Oxfam, or relevant sector actors.
• Maintain accurate project documentation, ensuring compliance with both organizational and donor reporting requirements.

Community Engagement and Capacity Building:

• Work closely with community protection committees to promote ownership and sustainability of WASH infrastructure.
• Support hygiene promotion activities by providing technical inputs and facilitating community awareness sessions.
• Contribute to the training and capacity-building initiatives for community members on the operation and maintenance of WASH facilities.

Qualifications and Experience:

• Bachelor’s degree in Civil Engineering from a recognized institution.
• Licensed Civil Engineer (membership in the Palestinian Engineers Association is mandatory).
• Minimum of 5 years of professional experience in civil engineering, with at least 3 years specifically in WASH projects within humanitarian or development contexts.
• Strong technical expertise in the design, construction, and maintenance of WASH infrastructure.
• Proven experience in working with international NGOs and understanding of donor (especially ECHO) compliance and reporting requirements.
• Proficient in using AutoCAD and other engineering design and project management software.
• Excellent communication skills, with full fluency in Arabic and English (both spoken and written).
• Demonstrated ability to prepare high-quality technical reports and documentation in Arabic and English.
• Strong coordination, leadership, and problem-solving skills.
• Ability to work effectively under pressure, meet deadlines, and adapt to a rapidly changing humanitarian context.
• Familiarity with humanitarian WASH standards (Sphere, WASH Cluster standards) and protection principles.
