In conjunction with the Deputy Chief of Party, lead unit efforts to equip USAID-funded Technical and Vocational Education and Training (TVET) with enhanced outreach capacity, including promotion strategies and public awareness campaigns to inform and attract youth to local TVET programs. Lead tailored technical assistance with TVETs to develop sustainable scholarships and engage in youth-led awareness campaigns. Serves as team lead for the IR1 team, directly supervising staff and may serve as the point of contact for consortium partners.

Your Daily Tasks

  • Create and implement an outreach strategy to increase youth enrollment in TVET institutions, including increasing the number of skilled graduates of new/updated TVET programs in targeted sectors.
  • Design, develop, and manage evidenced-based interventions targeted at increasing TVET institutions’ capacity to conduct outreach.
  • Design and lead the creation of TVET awareness campaigns and coordinate with local partners to implement to meet the desired objectives.
  • Lead tailored technical assistance with TVETs to develop sustainable scholarships and engage in youth-led awareness campaign competitions.
  • Ensure the program adaptively responds to changes in the operating environment to meet the desired objectives.
  • Apply PYD approaches and Do No (More) Harm approaches and address Gender and Disability Inclusion considerations and Environmental considerations in their work.
  • Other duties as needed and assigned.
  • Oversee support to TVETs to develop a multi-pronged innovative yet feasible strategy, incorporated into the PIAP to establish a sustainable TVET Access Scholarship Initiative beyond Forsah TVET.
  • Lead IR3 efforts to equip TVETs with enhanced outreach capacity to counter social stigma, attract more young students (particularly females and PWD), and expand access to the most marginalized and underserved.
  • Oversee development and implementation of the perception survey to inform awareness campaigns to increase enrollment increase public sector engagement to leverage TVET students to fill labor shortages.
  • Build and maintain collaborative working relationships with consortium partners, selected TVET institutions, and other program stakeholders.
  • Cultivate durable partnerships, facilitate locally-led designs, use evidence-based decision-making, and ensure sustainability of approaches in their work.
  • Support the establishment, cultivation, and maintaining of relationships with the ecosystem of program stakeholders, including public sector entities, civil society organizations, community-based organizations, and local governments, donors and implementers, program beneficiaries, and others.
  • Support TVETs to analyze survey results to make data-informed decisions about their promotion and enrollment campaign strategies.
  • Work with TVETs to develop their capacity to independently monitor and evaluate the efficacy of their campaigns to increase enrollment, drive adaptations, and sustainably collaborate with other TVETs and key stakeholders.
  • Oversee support for TVETs to design and implement effective recruitment drives to meet enrollment targets with a particular focus on changing attitudes and norms that go against female and PWD inclusion in TVETs and the labor force.
  • Oversee support to TVETs to engage TVET students as well as forge institutional relationships with YDRCs to facilitate youth-led public awareness campaign competitions in the first three years of Forsah TVET.
  • Work across TVETs to explore opportunities for a collaborative approach to funding Access Scholarships.
  • Lead unit to implement data collection, analysis, reporting to USAID and on-going Collaboration, Learning, and Adaptation (CLA) approaches in their work and in coordination with the Sr. MEL Specialist.
  • Lead unit contributions for timely and accurate reporting and other deliverables to USAID.
  • Work with grants team and selected TVETs to provide full or partial scholarships to approximately 500 students and connect scholarship recipients with other program incentives.
  • Manage budgets for program components and ensures unit is spending appropriately.
  • Ensure application and implementation of vetting protocols for all activities under IR3.
  • All Forsah TVET staff will meet high standards of financial management and compliance, including contributing to accurate and timely vetting under MO21.
  • Lead IR3 unit efforts to improve the enabling environment by ameliorating social norms to increase TVET’s perceived value by all and removing barriers to access.
  • Manage and supervise a team of technical support staff.
  • Ensure activities are gender sensitive/transformative, align with positive youth development, and emphasize participatory and youth-led approaches.
  • Support the establishment, cultivation, and maintaining of relationships with the ecosystem of program stakeholders, including public sector entities, civil society organizations, community-based organizations, and local governments, donors and implementers, program beneficiaries, and others.
  • Employ creativity to adapt to learning and challenges throughout implementation.
  • Build a collaborative team approach between and with colleagues, partners, TVET institutions, and other stakeholders to ensure effective programming under IR3.
  • Ensure programmatic cross-cutting themes are applied and incorporated in all plans, activities, and reporting, including PYD, GESI, and Green approaches.
  • Monitor implementation challenges, develop creative solutions, and keep others informed.
  • Ensure plans meet security requirements and monitor activities for security challenges; work with colleagues and partners to address or adapt to security challenges.
  • Ensure activities support sustainable approaches to improve capacity of individuals and institutions to drive stable, long-term improvements.

Your Background & Skills

  • Bachelor’s degree in Education, Economics, International Development, social sciences, or a related field.
  • Minimum of 8+ years of progressive experience in technical and vocational education strengthening, workforce development, youth development, and/or private sector engagement in Palestine or the MENA region.
  • Strong understanding of the economic, educational, and youth contexts in Palestine with a deep network of relevant contacts across government, industry, and civil society.
  • Strong understanding of best practices in youth programming, including Positive Youth Development, and familiarity with USAID’s Youth in Development Policy.
  • Demonstrated success developing successful strategies to increase students’ enrollment in academic institutions.
  • Demonstrated success leading public awareness campaigns using social media.
  • Demonstrated ability to cultivate relationships and collaborate with a variety of stakeholders including youth, government ministries and officials, NGOs, donors, the private sector, and community-based institutions.
  • Excellent communication, leadership, and interpersonal skills including conflict resolution abilities.
  • Strong representational and organizational skills.
  • Commitment to inclusive programming that encourages full participation of individual regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
  • Must be fluent in English and Arabic.
  • You must have unrestricted authorization to work in Ramallah, West Bank.
