System Administrator
Project Summary
PRO-telligent supports the U.S. Department of State Bureau of International Narcotics and Law Enforcement (INL) to implement a Justice Sector Assistance Program (JSAP) in the West Bank. It focuses on providing technical support, capacity-building and logistical support to key stakeholders in the Palestinian justice sector, including but not limited to law enforcement, the public prosecution, judicial institutions and security agencies.
**Please note: Only West Bank-Gaza residents are eligible for this position**
Position Summary
The System & Network Administrator will be responsible for maintaining and optimizing AGO’s IT infrastructure, ensuring the secure and efficient operation of its servers, networks, and systems across all offices. The incumbent will support system upgrades, manage virtualization environments, monitor cybersecurity tools, and provide hands-on support to staff and prosecutors in Ramallah and district offices. The position is based in Ramallah, with occasional travel to district PPOs as needed. The System & Network Administrator may be required to work beyond regular hours during system upgrades, incidents, or emergencies.
Responsibilities
A. System Maintenance and Support.
Install, configure, and manage Windows Server environments (AD DS, DNS, DHCP, IIS).
Monitor and tune server performance to ensure availability and reliability.
Manage installation and configuration of hardware, software, and operating system.
Administer virtualization platforms (e.g., Nutanix, VMware vSphere).
Provide end-user support and resolve technical issues on-site and remotely.
Ensure timely updates and patches of all systems.
B. Network Infrastructure and Security
Maintain and monitor AGO’s LAN, WAN, VPN, and firewall infrastructure.
Configure and manage network devices (routers, switches, access points).
Perform routine vulnerability assessments and network audits.
Manage Fortinet FortiGate firewalls including VPN, NAT, and UTM policies.
Troubleshoot network connectivity issues and optimize bandwidth usage.
C. Email and Cloud Services Security
Configure Exchange Server and Microsoft 365 email environment.
Implement email filtering, anti-malware, anti-phishing, and DLP policies.
Manage Exchange Online Protection (EOP) and monitor message traffic.
D. Data Protection and Backup
Implement and manage backup systems (e.g., Veeam, Veritas).
Monitor data integrity and ensure compliance with data protection protocols.
Support disaster recovery planning and periodic backup testing.
E. User Account and Access Management
Administer Active Directory users, roles, permissions, and access policies.
Onboard and offboard user accounts and review access rights regularly.
F. Documentation and Reporting
Maintain detailed records of system configurations, changes, and licenses.
Prepare system performance and incident reports for IT management.
Develop and update user manuals and SOPs.
G. Training and Continuous Improvement
Identify areas for performance improvement in IT operations.
Participate in research and testing of new technologies.
Conduct technical training sessions for IT and prosecution.

Qualifications:
- Bachelor’s degree inInformation Technology, Computer Science, or a related field.
- Professional certifications inCompTIA Network+ / Security+, Cisco CCNA, Fortinet NSE 1–4 (NSE 5–7 is a plus) are highly preferred.
- Minimum 3 years of experience in system/network administration.
- Expertise in Microsoft Windows Server (2012R2 and newer), Exchange Server, and Microsoft 365.
- Proficiency in PowerShell scripting for automation.
- Experience in managing virtualized environments (Nutanix, VMware).
- Strong command of firewall and endpoint protection tools.
- Familiarity with backup systems (e.g., Veeam, Veritas).
- Knowledge of MIZAN II system is an asset.
- Excellent problem-solving and troubleshooting skills.
- High attention to details and organizational ability.
- Ability to work independently and as part of a small team.
- Strong communication skills and service orientation.
