Project Title Decentralization of property tax in the Palestine territories – 11391.
Grasp knowledge of current municipal processes and workflow.
Identify, design, and deliver key staff capacities development interventions relevant to project needs.
Identify current IT infrastructure, data, and GIS systems.
Support the municipality in assigning the needed servers and IT equipment for the project as well as the installation of needed software needed for the project implementation.
Deliver on the job training in order to execute project specific activities.
Support the technical team in the execution of project activities.
Support the municipality in cleaning up and integrating existing data into a systematic agreed upon approach.
Support the VNGi local and international team in facilitating and supporting the local and international experts during project implementation.
Supporting the municipality in various GIS activities and the technical activities in implementing the street naming and house numbering guide.
Support the municipality in procuring and installing streets’ signages.
Record proper technical and administrative project related documentation

A Bachelor’s degree from an accredited university in GIS, Geomatics discipline, geospatial sciences, urban planning, geography, engineering, or another relevant field to the project.
Minimum of 3 years of experience in the use of GIS for urban planning and analysis.
Experience in designing and maintaining spatial databases.
Experience in complex spatial analysis and data modelling.
Understanding of GIS software including Q-GIS and other open-source options.
Ability to produce professional quality cartographic products.
Knowledge of information technology (IT) infrastructure necessary for GIS.
Experience in developing and leading basic GIS trainings.
Knowledge of Adobe Design Software (Photoshop, Illustrator, InDesign, etc.) will be an added asset.
Good Reporting and writing skills (English, Arabic);
