In the framework of the Programme WELOD – Women’s Empowerment and Local Development, with the purpose of fighting poverty and fostering the sustainable development of the Palestinian Territories through the empowerment of women, the Italian Cooperation intends to hire one Program officer (PO) as part of the Program Management Team.
2-Description of the assignment
2.1-Objective of position
The PO will oversee the effective implementation of all components related to the foreseen activities concerning in general lines:
-definition by the Ministry of Women’s Affairs of:
-a model of Women’s Empowerment Center (WEC) in the processes of local development,
-participatory planning methodologies directed to women’s empowerment,
-a system of monitoring and evaluation of the actions directed to women;
-technical assistance at local level for the realization of Women’s Empowerment Centers, in addition to 4 already existing, in all Governorates in the Palestinian Territories;
-training on: women’s economic empowerment, processes of local development;
-awareness campaign against Gender Based Violence (GBV).
The position will act as focal point for the Italian Cooperation, and will strictly cooperate with the Women’s Organizations participating to the Women’s Empowerment Centers (or Tawasol) on all issues concerning the above mentioned activities.
The PO will work under the supervision and the direction of the Senior Management of Italian Cooperation (the Director and the Gender Advisor) to set measures and mechanisms to improve performance of the program.
2.2-Specific Tasks
Under Italian Cooperation Senior Management direct supervision and in close coordination with the responsible persons at MoWA the PO shall:
(a)Be based at the Italian Cooperation Office in Jerusalem and work in the respect of the administrative and operational procedures in force there.
(b)Act as information source for the programme cycle, specifically for the technical assistance activities, for the WEC/Tawasol (established and to be established), GBV campaign.
(c)In strict cooperation with the Coordinator for WEC/Tawasol at MoWA, plan, organize, supervise and evaluate the training activities and the consultancies aimed at the designing of a model for WEC in the Palestinian Territories, the modalities of application of the model to the existing Tawasol Centres and to the planned ones. This includes:
-Assessment of women’s specific needs;
-Definition of operational plans to answer to the assessed needs within and according to the operational plan and timeframe of the program;
(d)Supervise the implementation by MoWA of activities related to the Tawasol Centres in accordance to the set timeframe by the Italian Cooperation Senior management.
(e)Monitoring and evaluation of the implementation of the a/m activities by MoWA and reporting about progress.
(f)Follow up the technical assistance aspects related to the establishment of other Tawasol Centres, as advised by the Italian Cooperation Senior management.
(g)General coordination of the media and awareness campaign against GBV.
(h)Contribution to the organizational and realization phases of International Seminars.
(i)Carry out any other tasks that may be necessary for the correct implementation of the Programme, as requested by the Senior management of the programme.
2.3-Expected Outputs
(a)Technical assistance for the definition of the WEC model by MoWA;
(b)Assistance to the definition of a participatory planning methodology for women’s empowerment at local and national level
(c)Networking coordination and functioning of the Tawasol Centres in all governorates by the end of the Programme.
(d)Assistance to the realisation of a media and awareness campaign to combat GBV.
(e)Assistance to the realisation of International Seminars on good practices for the empowerment of women in the local development processes.
3-Qualification and Experience required
(a)Educational qualifications: The Candidate must possess the essential educational attainments that qualify her to undertake the required assignments. This must include inter alia Post-Graduate Degree in Gender Studies or Social/Political Science or Development/Planning. Preference would be given to an expert in gender issues with a sound background in management of gender oriented programs. 
(b)Work Experience: Up to 2 years experience in:
-Similar positions;
-Management of development programs
-Procurement of works, goods and services following Italian Government procedures;
-Preparation of ToRs and Bidding documents for Consultancy Services;
-Development of detailed annual work plans and implementation schedules and other related duties in the implementation of project activities;
-Financial management.
(c):the Candidate should be acquainted with the local situation, especially, with the status of Palestinian women and the gender aspects of planning processes, gender analysis and gender mainstreaming.General experience
(d): Italian mother tongue; Fluency in English. Knowledge of Arabic language constitutes preference. Language

5-Duration of the assignment
12 months with 3 months probation period.
Position: Full-time.
Start: September 24th 2010
6-Reporting lines
Responsible to: Italian Cooperation Senior Programme Management (the Director and the Gender Advisor).
The PO will prepare all needed reports (narrative and financial) as defined by responsible persons and submit them to the Italian Cooperation Senior Programme Manager.
