About PAMA: 

The Palestinian American Medical Association (PAMA) is a U.S.–registered 501(c)(3) nonprofit organization established in 2013 by dedicated Palestinian-American healthcare professionals in the United States. Our distinctive structure positions the Washington, D.C. headquarters as the hub for strategic fundraising, donor relations, and advocacy, while our country office in Palestine manages on-the-ground program implementation.

PAMA addresses critical healthcare needs in Palestine through targeted medical assistance, humanitarian aid, and robust medical education initiatives. Our core programs: Healthcare, Education, and Livelihood, focus on enhancing healthcare capacity, supporting medical professionals, and fostering long-term community resilience and well-being in Palestine. Position Summary:

The Program Manager is responsible for supporting the planning, coordination, and implementation of PAMA’s healthcare, educational and humanitarian programs across Palestine. The role ensures that program activities are executed effectively, meet key performance indicators, and align with PAMA’s strategic goals and donor requirements. The Programme Manager works closely with field staff, partners, and local stakeholders to ensure the timely and impactful delivery of services.

Key Responsibilities:

1. Program Planning and Execution:

  • Support the design and planning of program activities in alignment with organizational priorities and the PAMA Strategy.
  • Coordinate day-to-day implementation of programs, including service delivery, logistics, and communication with partners.
  • Monitor progress against program targets and indicators and make recommendations for course correction when needed.
  • Ensure timely completion of program deliverables and reporting requirements as per set milestones.

2. Stakeholder Engagement and Coordination:

  • Maintain regular contact with local authorities, partners, and beneficiaries to ensure smooth execution of activities.
  • Represent PAMA in community, NGO, and local government meetings as assigned.
  • Support relationship-building with local institutions to strengthen program delivery.

3. Monitoring, Evaluation, and Reporting:

  • Collect and validate data from program activities to track implementation progress and measure impact, based on rigorous MEAL structures and systems.
  • Prepare high-quality program documentation, reports, case studies, communications plans and success stories.
  • Participate in field visits to monitor activities, assess quality of implementation, and gather feedback.

4. Financial and Resource Management:

  • Monitor use of resources to ensure efficiency and alignment with budgets.
  • Assist in procurement of goods and services for program implementation.
  • Ensure compliance with PAMA’s financial and administrative policies in coordination with the finance team.

5. Grant Proposal Development and Strategic Planning:

  • Support the drafting of grant proposals, concept notes, and donor communications in coordination with the Director of Programs.
  • Contribute to the development of project budgets, logical frameworks, and theory of change models.
  • Assist in preparing donor reporting packages, including narrative and financial sections, ensuring alignment with donor guidelines and deadlines. 

6. Capacity Building and Community Engagement:

  • Organize training workshops, health awareness campaigns, and outreach sessions and events.
  • Build local stakeholder capacity by facilitating technical assistance and knowledge sharing tools and products.
  • Document lessons learned and support the integration of improvements into future programs, while ensuring full documentation and dissemination of all media products, using different media outlets.

7. Other Duties:

  • Perform additional tasks as assigned by the Director of Programs to support successful program implementation and sustainability.

Skills & Experience:

  • Bachelor’s degree in Public Health, Development Studies, Social Sciences, or a related field. A Master’s degree is a plus.
  • 3–5 years of proven professional experience in program coordination or management, preferably in the healthcare or humanitarian sector in International NGOs.
  • Proven strong project coordination and organizational skills is required.
  • Demonstrated experience in drafting grant proposals, concept notes, and program design documents for international donors is required.
  • Proven knowledge of budgeting, logical frameworks, results-based management, and M&E principles is required.
  • Excellent verbal and written communication skills in Arabic and English is required.
  • Strong interpersonal and stakeholder engagement skills is a string asset.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and familiarity with data management tools such as SalesForce is a strong asset.
  • Fluency in Arabic and English is required.

Work Environment & Expectations:

  • Travel Requirements: Frequent travel to field sites in Gaza, the West Bank, and East Jerusalem.
  • Work Environment: Office-based with regular field responsibilitiesز
