Summary

Médicos del Mundo-Spain (MdM-S), is an international humanitarian organization, working to make effective the Universal Right to Health. MdM is a non-profitable, non-governmental, non-political and non-confessional organization operating under the principles of humanity, neutrality, impartiality and independence.

The purpose of MdM-S is to provide access to health care services, assist in the health needs of the most vulnerable population, denounce the violations of human rights, promote social mobilization and advocate for social and political changes.

MdM-S has been working in the oPt since 2006. Its work has been oriented to Mental Health and Psychosocial support (MHPSS), and Primary Healthcare. In the Gaza Strip, MdM-S strategy aims the improvement of mental health and wellbeing of children and adolescents. This intervention is focused on the strengthening of governmental children and adolescent’s mental health services, and community organizations working with children and adolescents through a capacity building approach. This includes training activities and materials and equipment’s provision.

The objective of this position, under the framework of the BMZ project, is to manage the MHPSS team at the Gaza base composed by psychologists and social workers, coordinate mental health and psychosocial support activities, supervise all technical project components, collaborate with governmental, non-governmental actors and partners, promote the MHPSS strategic framework of MdM Spain, initiate and maintain strong collaborations with other programmatic sectors and ensure MHPSS is an independent but also a cross-cutting sector, in addition to coordination with the MdM Chapters (France and Switzerland) in Gaza.

GEOGRAPHICAL SCOPE OF INTERVENTION

Gaza Strip. The position will be based in Gaza City, with possible visits to WB.

ORGANIZATION CHART

Under the operational guidance and supervision of the Gaza base Field Manager and under the technical guidance and supervision of the Country MHPSS Coordinator.  

FUNCTIONS

Coordination

- Directly manage and coordinate the field MHPSS team composed by psychologists and social workers.

- Ensure positive communication, collaboration, and the effective circulation of information among the technical team.

- Ensure collaboration and mainstreaming of other programmatic sectors (health and protection) in MHPSS and vice versa.

- Maintain official communication channels and positive relationships with partners, ministries and other relevant stakeholders considering the field of MHPSS.

- Support in the elaboration of country MHPSS strategy for MdM-S.

- Coordinate with the MdM Chapters involved in the BMZ project in relation to implementation and reporting.

- Enhance effective and positive collaboration with other MdM chapters technical teams.

Project Management

Identification Phase:
- Preparation and implementation of MHPSS needs assessments with the guidance and support of the   MHPSS coordinator and Program Coordinator.
- Support in the definition of the project standards, MHPSS programming and proposal writing.
- Raise project budget needs (HR, activities, etc...)

Inception phase:

- Responsible of the preparation the project workplan

-Support the MEAL officer in the preparation of the MEAL plan (definition of indicators, sources of verification)

-Collaborate with the logistics manager in the preparation of the procurement plan

Implementation and follow up phase

-Manage MHPSS and protection component of BMZ project, monitoring and follow up with the guidance and support of the Country Program Coordinator/Consortium Manager.

-Overview the data collection and collect inputs for rolling out standards, methods, and tools with the guidance and support of the MEAL officer.

-Support the implementation of BMZ project and team management tools (weekly planning, tasks prioritization, movement plans, activity/training tracker etc.).

-Collaborate with the logistics manager on the needs and the list of material needed for the implementation of the activities a

-Raise programmatic budget needs and technically approve whenever relevant.

-Support the development of mid-term and final reports according to donor and MdM-S standards.

 

Technical Support & Supervision

- Design, support and follow up the implementation of MdM-S MHPSS and protection activities, under the BMZ project.

- Support in the development of technical guidance and SOPs in the field of MHPSS.

- Provision of technical systematic support to the MHPSS field team regarding topics of interest but also in line with the strategic MHPSS framework of MdM-S.

- Periodic technical supervision of MHPSS team, focused on staff wellbeing.

Capacity Building

-Provision of capacity building on MHPSS to the technical team of MdM and other MdM chapters (per request).

- Training of other programmatic sectors and community members on MHPSS.

- Development of Training of Trainers (ToT) plan and supervision protocols on MHPSS, self-care, inclusion, and protection themes in collaboration with partners and ministries.

- Development of technical guidance on MHPSS in collaboration with partners and ministries.

- Provision of capacity building (training and supervision) to partners, ministry staff, civil society professionals and other stakeholders whenever relevant.

- Ensure the incorporation of ideas of participatory methodology in the design and implementation of capacity building activities.

- Development of comprehensive training reports, satisfaction analysis, impact analysis and progress reports.

MEAL

- Support the MEAL officer in the development and implementation of technical programmatic tools and ensure their consistent update.

- Assist in analysis of the data collected and reports both quantitatively and qualitatively.

- Ensure the use of MdM-S MEAL tools including online databases and other formats, ensuring that are fulfilled and updated according to the plan, and always accessible.

- Provide the necessary information to line manager, program coordinator and technical supervisor to assess the program implementation.

- In coordination with the MEAL officer identification, document, and presentation of lessons learnt, limitations and recommendations for the future.

- Ensure that all relevant technical and project documentation is shared and accessible in English language.

- Collect and report to UN database system with necessary data.

HR

-Participate in the recruitment process of new MHPSS positions, upon request by the Country MHPSS Coordinator.

- Participate in the elaboration of appraisal processes (every six months or annual) of MHPSS staff under line management and set of objectives/indicators and ensure follow up.

- Support in the elaboration of MHPSS team members individual capacity building plans.

Advocacy

- Support in the identification of MHPSS advocacy themes.

- Support in the elaboration of advocacy reports in the field of MHPSS considering the strategy of the organization.

Networking

- Participate and lead as per request by the Country MHPSS Coordinator technical meetings or working groups with the other MdM chapters.

- Be part of an MHPSS community of practice and in country technical meetings by providing information on specific activities, lessons learnt and share of experiences as per the orientations of the country MHPSS Coordinator.

- Participate in relevant platforms/working groups/clusters considering Gaza Strip focused on MHPSS/protection/health them.

REQUIRED QUALIFICATIONS:

Academic / Professional background:

- Bachelor degree in Psychology or Medicine with specialization in Psychiatry

- Master degree in Clinical Psychology, Counselling, Advanced Mental Health degree or equivalent

- Graduation from the Gaza Community Mental Health Program is an asset

- Training on psychotherapy or counselling is an asset

Specific Skills:

- Ability to draft standard and clear written communication, such as letters and reports.

Working experience:

- A minimum of 5 years of progressive professional experience in the relevant field is required.

- Previous experience in team management/ coordination roles.

- Previous experience in project management and MEAL.

- Previous working experience with local NGOs or INGO in similar position, in MHPSS projects and/or community intervention.

- Experience in staff supervision, design of capacity building plans, elaboration of SOPs, technical guidance and protocols.

- Collaboration experience with staff from MoH, MoEHE, MoSD and civil society organizations.

- Previous experience in community engagement and participatory approaches.

- Very good knowledge of Protection issues

- Excellent Communication skills

Language requirements:
Fluent speaking and writing English, native Arabic.

Computer literacy: 

Fluent knowledge of Microsoft Office Package (Word, Excel, Power Point, Outlook)

Compensation package

Medicos del Mundo’s Salary charts will apply.

The compensation package total is from 80,501.76 ILS to 92,158.41 ILS gross / year divided in 12 payments and based on experience. In addition, MdM Spain covers a transportation allowance for the staff.
