Project Background: 

The USAID West Bank/Gaza Technical and Vocational Education and Training (TVET) Activity or Forsah TVET activity is intended to build the capacities of TVET institutions in order to meet labor market demands and provide Palestinians with meaningful, well-paying employment and income generating opportunities. TVET Forsah will support the development of new technical trainings and improve the quality and relevancy of existing technical programs, with a particular focus on improving youth access. These programs will help Palestinians become more employable and find employment opportunities, or start their own business, in increasingly in-demand technical sectors. The activity will focus on three main areas: IR 1: TVET institutions’ capacity to respond to the needs of the private sector enhanced; IR 2: Partnerships between the TVET institutions and the private sector firms in specific sectors created; and IR 3: Enrollment in TVET programs increased.


The Labor Market Information Specialist will be responsible for the collection of labor market information and data from various sources. This position will analyze and synthesize information to design effective messaging and engage target populations. The labor Market Specialist will also work to improve the relevance of higher education to labor market needs. Supporting the development of market driven training programs and evidence-based interventions, this position will ultimately support activities across all components of the program.

Key Duties and Responsibilities:

  • Collect, analyze, and synthesize labor market data to create and enhance partnerships between TVET institutions and private sector firms
  • Use data to identify and communicate private sector needs and create digital solutions to improve the usage of labor market assessments in the long-term.
  • Facilitate data-informed participatory workforce development decision-making.
  • Help identify the entry points and opportunities to address the constraints to improving local TVET institutions
  • Support the Sustainable Partnerships Manager and TVET & PSE Partnership Advisor in the mobilization and effective engagement of private sector firms, business associations and stakeholders across the West Bank/Gaza through the utilization of labor market information

  • Degree in a relevant technical discipline or field
  • At least seven (7) years of experience supporting activities focused on the collection and synthesis of labor market information
  • Demonstrated knowledge of labor market and workforce contexts in the West Bank/Gaza
  • Ability to collaborate with consortium members and manage and mentor junior colleagues as needed
  • Experience tapping various sources of labor market data and facilitating data-informed participatory workforce development decision-making
  • Knowledge of digital platforms or resources to improve the usage of labor market information preferred
  • Uses appropriate discretion and judgment in tasks
  • Ability to work in a cross-functional team preferred
  • Professional proficiency in English; fluency in Arabic
