The Ministry of Social Affairs/Ministry of Finance

The Palestinian National Authority has received a supplemental financing grant from the
World Bank in the amount of US$10 million help the Ministry of Social Affairs put in place
a PA administered cash assistance program in the West Bank and Gaza. The Ministry of
Social Affairs in coordination with the Ministry of Finance is now seeking candidate for the
following consultancy position:
Financial Manager (FM) for the SSNRP
Location: Ministry of Social Affairs One candidate required based in Ramallah
Duration of Assignment: 1 year.
Responsibilities of the Financial Manager:

1. Have overall responsibility for analyzing the finances of the organization and other
affiliated entities, in order to make recommendations pertaining to all major financial
decisions required for their efficient and successful operation.
2. Providing and interpreting financial information ;monitoring and interpreting cash
flows and predicting future trends.
3. Act as the prime contact with the external auditors and Audit Committee to resolve
any major accounting, control or reporting issues.
4. Lead the annual budget process for the program.
5. prepare the procurement plan, in quarterly , semiannualy , and annualy forms.
6. Actively participate in the review of all contracts and other legal documents submitted to the SSNRP or other related officials for execution. This includes close interaction with legal counsel on all issues pertaining to SSNRP financial affairs.
7. Reviewing the financial operations of the entity, focusing on improving day to day
operating procedures and controls.
8. Ensure the preparation of all financial and operational reports, including budgets, equired fund accounting reporting, ,donor reports, and monthly, quarterly and annual accounting reports.
Education and Experience
1. 6 years experience, at least 3 years as a FM..
2. BA degree in Accounting or Finance, Master is preferable. (CPA preferred, but not required)
3. Strong leadership and employee development skills.
4. Able to build strong working relationships with donors and affiliate funds.
5. Excellent analytical skills and communication skills.
6. Experience in hands-on management of Accounting, Financial Analysis.
7. Good command in English language and Computer skills specially financial Excell .
