Job Profile


 106,660 ILS gross per annum.
Contract Type: Full-time, open-ended.
Interviews: TBC.
Anticipated Start date: A.S.A.P (as soon as possible)
OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering.
TEAM PURPOSE: People in deepest poverty in the West Bank and Gaza are able to exercise their rights to be healthy, educated and secure and these are respected, sustained and upheld. To ensure effective financial management and reporting within the occupied Palestinian territory and Israel programme.
JOB PURPOSE: To be responsible and accountable for the day-to-day operation related to a defined accounting area.
Postholder reports to: Finance Manager.
Staff reporting to this post: Finance Assistant

  • Handling queries (general) - wide-ranging internal and external, including detailed information.
  • Supervisor of day-to-day processing - problem solving.
  • Advice at a detailed level.
  • Contributing to procedures and strategy.
  • Project work.
  • On the job training - provision of training.
  • Problems will vary but usually have established solutions.
  • Manages own time to achieve departmental objectives.
Key Responsibilities
  • Line Management responsibilities for the Finance Assistant.
  • Perform Banking: Bank reconciliations.
  • Check PeopleSoft reports and submit to Finance Manager (FM): Print enquiry reports from PeopleSoft (PS).
  • Check project budgets and submit to FM.
  • Check details of donor reports from sub offices, chase reports, prepare reports.
  • Prepare information required by auditors.
  • Conduct audits of projects and partners.
  • Prepare monthly accounts from PeopleSoft; print Peoplesoft reports.
  • Prepare West-Bank staff payroll.
  • Prepare and update the monthly salary sheet.
  • Assist the FM in preparing the yearly council budgets.
  • Upload monthly accounts to PS.
  • Provide written monthly reports to the FM and Programme Coordinators on the status of beneficiary/partner accounts.
  • To make regular field visits and liaise with Oxfam GB's partners/beneficiaries.
  • Revise and audit all the payments up to GBP1,000 assuring it includes all the supporting doc's: invoices, receipts, proof of payment, procurement doc's, and or contracts, etc.. This will require seeking appropriate authorisation and insuring that all supporting documents are appropriately filed.
  • Ensure that fixed asset registers A, B, & C are regularly up to date.
  • Update the monthly EOC sheets for both the local and international staff.
  • Responsible for the balance sheet accounts: Accruals, prepayments, creditors and debtors' accounts.
  • Any other responsibility or task that may be assigned by your line manager.

  • Be computer literate.
  • Ability to speak, read, write and work in English, Arabic and Hebrew.
  • Proven experience working in a similar role in a small finance team.
