About CRS 

Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development work are accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding. 

CRS has been present in Jerusalem, West Bank, and Gaza (JWBG) since 1961. In JWBG, CRS currently supports programs in the sectors of humanitarian relief, livelihoods, civil society strengthening, and social justice promotion through its field offices, in Jerusalem, Gaza, Ramallah, and Bethlehem. CRS is working to provide rapid emergency assistance to conflict affected communities in Gaza and the West Bank in the sectors of multipurpose cash; shelter; psycho-social support; food assistance; and water, sanitation, and hygiene (WASH). Job Summary

Catholic Relief Services (CRS) is looking for a Field Officer to join the Cash and Voucher Assistance (CVA) team in the West Bank, supporting the Emergency Multipurpose Cash Assistance (MPCA) response in the northern of the West Bank – preferably Tulkarm. In this role, you will be responsible for monitoring and reporting on your team’s cash and voucher activities, contributing to CRS’s mission of serving vulnerable and disadvantaged communities. With a strong focus on quality and service, you will help ensure that the project adheres to best practices and continually strives to enhance its impact on those we serve. 

Roles and key responsibilities  

  • Support the coordination and monitoring of all cash & voucher project activities at the field level, ensuring implementation schedules are met as per the detailed activity plan, and that adherence to systems for quality project implementation are strengthened.
  • Coordinate communication and facilitate information sharing among the project team, implementing partners, key stakeholders and project beneficiaries at the community level to assist local partners in strengthening the community interest, involvement and support networks.
  • Liaise with various community stakeholders and mobilize them to ensure full involvement of community leaders, community representatives, and local representatives in the overall implementation and improvement of project activities.
  • In coordination with the project team support capacity building events for partners and community representatives.
  • Compile data provided at the community level as per project requirements and contribute to the preparation of reports

Basic Qualifications

  • High School diploma required. Bachelor’s degree a plus.
  • 2 years of work or volunteer experience in community development and mobilization.
  • Additional education may substitute for some experience.
  • Computer skills required.

Required Languages – English and Arabic fluency is required. 

Travel – Must be willing and able to travel through West Bank up to 70%.

Knowledge, Skills and Abilities

  • Observation, active listening and analysis skills with ability to make sound judgment
  • Good interpersonal skills and the ability to interact effectively with diverse groups
  • Proactive, results-oriented and service-oriented 

Preferred Qualifications

  • Experience in cash & voucher assistance modalities, and/or market-based programming.
  • Experience in participatory action planning and community engagement.
  • Experience monitoring projects and collecting relevant data preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Tentative Dates:

This Consultancy Service is provisional up to 132 working days (a working day is equal to 8 working Hours) within a 6-month period (June 1, 2025, until November 30, 2025)

Consultancy Requirements:

  • CRS is NOT committed to accepting the lowest price offer and has the right to cancel or re-advertise this TOR without explaining the reasons.
  • CRS reserves the right to reject, extend, postpone, negotiate and modify any bid.
  • This TOR is an invitation for interested applicants to submit their offers and is not a commitment to enter into a contractual agreement with any of the bidders.
  • The successful bidder will be required to sign several donor-required documents.
  • If an official invoice or a valid source of deduction certificate is not provided, 10% of the total invoice value will be deducted in accordance with the tax laws in force in Palestine.
  • This Term of Reference is contingent upon the availability of donor funding.
  • The quoted price shall be all-inclusive, covering transportation, mobile usage, and any other related expenses.

  • Internal: West Bank Program Manager II, Senior Project Officer, CVA Project Officer, and Compliance and Operation staff
  • External: Implementing partners, Stakeholders (including but not limited to vendors, financial service providers, key market actors, other implementation agencies)
