Introduction
The Ministry of Education (MOE) has received a grant from the World Bank to implement the “Supporting an Education Reform Agenda for Improved Teaching, Assessment and Career Pathways (SERATAC)” program. 
MOE is seeking to recruit a Communications Officer to design and implement an effective and comprehensive Communications Strategy for SERATAC.  
An invitation is hereby will be issued to local individual consultants with the necessary qualifications and experience to apply for this consultancy position.
 
Position: Communication Officer
 
Scope of Work
Under direct supervision of the Deputy Minister of Education, the Communication Officer will conduct the following tasks:
  1. Design and implement a strategic, high-quality, and very engaging Communication Plan for SERATAC and its respective Components. This plan needs to be informed (and continuously refined) through the Communication’s Officer proactive participation and engagement with MOE Component Task Teams, the World Bank and other relevant stakeholders.  
  2. Develop and maintain contact information, materials and relationships with journalists and media outlets (print, TV, radio, web etc.) to increase coverage of SERATAC in the media (print, broadcast and digital). Specific activities may include, but are not limited to:
  • Draft and edit articles, press releases, and other advocacy/information materials.
  • Collaborate with the media by organizing project site visits, facilitate photo coverage and TV footage, using both web-based and traditional media as appropriate.
  • Monitor and evaluate the use and effectiveness of media materials. Maintain a library of media coverage, clippings etc.
  1. Create and continuously update a page for SERATAC in MOE’s website; maintain a high visibility of SERATAC in social media (Facebook, Twitter, etc.), through daily monitoring, posting and content development.
  2. Develop/produce advocacy and branding materials for SERATAC (and it’s specific Components) tailoring it to target audiences (for example: students, teachers, donors, etc.) in a timely and high-quality manner. These may include, but are not limited to, newsletters, annual reports, calendars, briefing notes, presentations, picture stories, clips, audiovisual materials, web resources, etc. An organized and accessible archive for all of these materials should also be developed and continuously maintained.  
  3. Develop and maintain an updated list of MOE donors and special interest groups such as civil society organizations. Support preparation of background materials, briefs and information kits for visiting donors and high-profile guests/visitors. The task includes travel planning, logistics and administrative arrangements.
  4. Assist in organizing and generating public support for special events and campaigns to promote strategic goals of SERATAC. Support organization of workshops, seminars, campaigns, events and project review meetings including agendas and meeting minutes.
  5. Continuously monitor and evaluate impact of communication materials and advocacy events/campaigns to target audiences, and share media monitoring reports with MOE and the World Bank.

Minimum Required Qualifications
    1. Bachelor’s Degree in communications, journalism, public relations or a related field.
    2. At least five years of similar work experience is required. Candidate should be able to work independently – with minimum supervision and guidance from supervisor
    3. Demonstrated and extensive social media experience is an added advantage. Experience in working in education and the public sector is an added advantage
    4. Excellent written and oral English communication skills and proficiency in Arabic is required. Should have advanced working knowledge of MS Office (Word, Powerpoint, Excel and Publisher). Candidates with basic design and layout skills and adept in using Adobe Photoshop and Pagemaker are an added advantage. Demonstrated and extensive social media experience is an added advantage.
  • The candidate should have high level of integrity, accountability, and punctuality and be willing to work beyond normal working hours. S/he should also demonstrate and be exemplary in portraying the MOE and World Bank values and ethics. S/he should be a good team player.
Timeframe
The contract will be for 4 months until December 31st, 2022 (renewable upon assessment of performance), the consultant shall follow the regular working days/hours of the Ministry of Education (i.e work 5 days a week, 7 hours a day (from 08:00 to 03:00).
 
Place of Work
The Communications Officer will be based at the Ministry of Education/ MOE headquarter, in Ramallah with regular travel to all involved education districts offices, schools, and other stakeholders and as needed.
