Action Against Hunger is recruiting for its Gaza office a
Assistant Base Logistician
For a period of 10 months
In the framework of Action Against Hunger programme to assist vulnerable households in the Gaza Strip, the Assistant Base Logician will support the Base Logistician to ensure that the Gaza Base procurement plan and support the Base Logistician in Gaza in terms of procurement, fleet, safety and security, inventory and equipment are fulfilled. S/He will support the final aim to guarantee an efficient and effective operational support to the projects of the Base.
Evaluate the transport needs of Gaza Base and coordinate transportation requests
Communicate with base logistician regarding accidents or incidents to ensure necessary information and reporting is provided, and to resolve any possible disputes if any.
Ensure vehicle accidents or incidents reporting procedures
Ensure all vehicles utilized by the base are following standard safety procedures as per the contract with the supplier
Follow-up on maintenance of the vehicles with the taxi company
Undertake procurement, as and when requested by the base logistician. Follow up on PR information (specification, delivery times, prices…).
To understand and be able to fill the procurement reports as the Procurement Follow Up
Ensure the respect of the deadlines for all procurements of the base
Ensure the office needs follow up, purchase office supplies and organize the payments of invoices to the suppliers
Deal with contractors and suppliers to ensure technical specifications and arrange deliveries, as and when requested by the base logistician
Update the base supplier catalogue and do a market survey once requested by the base logistician
Develop and update the supplier and price list of the procurements
Deliver and collect quotes, as and when requested by the base logistician
Inspect items delivered and deal with contractors regarding back orders and missing or damaged goods, as and when requested by the base logistician
Record progress of procurement in the procurement follow up database.
Prepare procurement requests and supplier purchase orders for the logistics Department (Direct purchase) under the Action Against Hunger procurement rules.
Ensure sure that all documents related to supplies are properly filed and archived
Maintain and Update Gaza Base equipment list (assets identified, tagged, and included included in the Equipment list accordingly)
Undertake inventory checks and update inventory lists in Gaza Base on a monthly basis
Maintain IT, Hardware, Software, Printers, UPS and communication equipment in Gaza base within 24 hours
Maintain/update Gaza base backup process and coordinate it with the capital
Provide staff with required equipment and receiving all returned items and equipment and control, follow up and file the equipment in/out forms
Ensure Gaza Base is stocked with the appropriate working equipment.
Ensure the communication during all field movements are possible by providing Jawwal and/or Orange sim cards
Follow up the high value equipment that is in the counterpart offices to be retuned back or donated
Support the Base Logistician to identify the suitable building for ACF premises in case of need
Ensure that Gaza base is a safe working environment and follow up on any alarm system issues that may arise
Coordinate with contractors and suppliers to ensure maintenance and repairs are undertaken
Assess the working environment and make suggestions to the base logistician for improvements to the base
Maintain the Hibernation kit, First Aid Kit and fire extinguishers.
Make sure that all utilities are functional and available (Electricity, Water, Gas, phone, internet etc.)
Oversee any maintenance or repairs required for Guesthouses in a timely manner
Acting as base logistician during her/his absence
Those duties that are inherent to the position and requested according to missions’ needs and context
Ensure your part of the monthly log report for the base in collaboration with Base logistician
Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
Communicate to the security managers of the working location any security related information or noncompliance with the security plan.
Profile of the Candidate:
B.A degree in in computer engineering, logistics, business administration, Information technology or any related field
Previous experience in IT is an asset
Good knowledge of cars maintenance, knowledge of mechanics is a plus
At least 2 years in logistics and procurement, experience with an NGO is a plus
Fluent in reading, writing and speaking both Arabic and English
Good Knowledge of Word, Excel, PowerPoint and Internet.
Able to travel across the Gaza Strip.
Ideally able to travel to the West Bank and Jerusalem and stay overnight.
