Contextualization of the “the INEE Minimum Standards 2024” Guide
(43/2025)
The Palestinian Education Coalition (PEC), represented by the Teacher Creativity Center (TCC), is seeking to engage a team of qualified Palestinian experts to contextualize the INEE Minimum Standards for Education in Emergencies (2024 version 2.7) to the specific socio-political, economic, and educational realities of Palestine. The initiative aims to ensure that the INEE Minimum Standards (INEE MS) are appropriately tailored to serve Palestinian children and youth affected by crises in both the West Bank and the Gaza Strip.
The contextualization process will align with the principles outlined in the INEE Minimum Standards Contextualization Package, ensuring both global adherence and local relevance.
Objectives
Tasks and Responsibilities
● Hold an initial preparatory meeting with representatives of the Ministry of Education and Higher Education, members of the Palestine Education Coalition, civil society organizations, EiE actors, and youth groups.
● Conduct consultations and focus group discussions with local stakeholders including those mentioned above, to ensure inclusive and context-sensitive contextualization.
● Develop a first draft of the contextualized INEE Minimum Standards.
● Organize a validation workshop to present and discuss the contextualized version with the stakeholders.

● Finalize and submit the contextualized version of the guide.
Deliverables
● An analytical report identifying gaps and proposed contextualized to the guide.
● A first draft of the contextualized guide.
● A summary of stakeholder consultations and focus group discussions.
● The final version of the guide contextualized to the Palestinian context.
Qualifications and Experience
Required Qualifications and Experience for the Team Leader:
● A proven outstanding experience in the field of education development and reform in Palestine
● Advanced university degree in education or a related field.
● In-depth knowledge of the Palestinian context and its challenges.
● In-depth knowledge of the international and domestic law and policy frameworks that governs education in Palestine including the SDG4
● Full awareness of the INEE Minimum Standards for EiE
● Proven expertise in qualitative research and community engagement.
● Documented experience in developing similar guides and manuals.
● A clear track record of engagement in public discourse on education issues, including the production of analytical materials or participation in community-based or policy initiatives.
It is also preferred that the team includes at least one expert specialized in education in emergencies.
Duration
● All tasks must be completed and deliveries submitted within three months of the contract signing date.
The bid should include the following:
● A comprehensive technical bid and implementation timeline
● The financial bid should be in US dollars, including tax
● A valid source discount certificate, if companies are applying
