1. Introduction
The Jerusalem Legal Aid and Human Rights Center- JLAC is one of the pioneering human rights organizations in Palestine. JLAC stands to defend victims of human rights offences, regardless of whom the violator is and what facet of living a dignified life is being violated. In this regard, JLAC provides pro-bono legal aid, awareness, and advocacy/ efforts in tackling violations made by the Israeli government, the Israeli occupying forces and the Palestinian Authority.
The Jerusalem Legal Aid and Human Rights Center (JLAC), in partnership with We World-GVC and funded by the European Union, is implementing a comprehensive project “ Protecting the Right of Development for Palestinian Communities through Advocacy and Support of Human Rights Defenders” that aim Promote and protect the right to development through addressing human rights and fundamental freedoms for Palestinian communities under threat by forcible transfer by strengthening the role of human rights defenders. This project includes several targeted activities aimed at building community resilience, advocating for human rights, and increasing access to legal resources in the face of ongoing challenges.
Key project activities include conducting Community Profiling and Assessment (CPA) exercises to identify needs within communities, training of trainers (TOT) sessions to empower local advocates, and organizing lobbying and advocacy campaigns to bring attention to pressing rights issues. The project also facilitates roundtable discussions and an advocacy tour to engage stakeholders at various levels, fostering dialogue and awareness around human rights.
Moreover, JLAC actively adopts legal cases to provide direct support to affected individuals and offers pro-bono legal consultations to address specific legal concerns. Through these actions, the project aims to strengthen community involvement in human rights advocacy, increase the effectiveness of local advocacy efforts, and promote sustainable legal solutions.
The project targets 12 communities divided into 4 clusters (3 in Jordan Valley, 3 in Salfit, 3 in Bethlehem, 3 in East Jerusalem).
The expected results of this project include improved access to justice for marginalized communities, increased advocacy capacity among local human rights defenders, and enhanced collaboration with stakeholders. Indicators for success encompass the number of CPAs completed, TOT sessions held, advocacy campaigns conducted, and legal consultations provided, as well as measurable improvements in community engagement and policy influence.
2. Mission on hand
JLAC and We World GVC are looking for and external evaluator to conduct an evaluation for the project.
This evaluation will analyze the project’s impact, relevance, and sustainability, providing valuable insights and recommendations for future initiatives.
Consequently, JLAC is inviting Companies, individual experts and experts’ teams to submit proposals for the evaluation. Interested companies and experts shall submit their offers latest by Wednesday, 20/11/2024, 2:00PM.
