Hiring Local Photographers/Videographers for HLSC
1.0 Background:
Founded in 2002 in Palestine, the Small Enterprise Center (SEC) Association is a renowned non-profit organization committed to advancing the growth, competitiveness, and sustainability of regional MSMEs and social enterprises. Through strategic partnerships with leading international organizations, SEC actively strengthens the MENA region’s entrepreneurial ecosystem, positioning MSMEs and social enterprises as engines of economic development, poverty alleviation, and gender equality. Its policy advocacy efforts aim to establish an enabling environment that support their long-term success.
SEC delivers innovative market access initiatives, product development programs, sustainability strategies, regional market research, and tailored capacity-building interventions, equipping MSMEs with the tools to compete globally, expand export, and access international trade opportunities. Furthermore, SEC champions green business practices, fostering responsible entrepreneurship that promotes environmental sustainability. By empowering youth and women-led enterprises, SEC drives inclusive growth, shaping a resilient, equitable and prosperous economic future. Through a strategic partnership with the Swedish government, Global Communities
(GC) is implementing the Supporting MSMEs Competitiveness and Growth in Palestine (SMCGP) program. The 44-month program aims to improve the conditions necessary for increased competitiveness and growth of MSMEs, contributing to inclusive sustainable economic development, including better income generation and productive employment with decent working conditions, particularly for women and youth. The SMCGP adopts the Market Systems Development (MSD) approach by employing facilitative approaches with learning at its core. SMCGP will target the creative industries sector which comprises three sectors including Furniture, Footwear and Leather, and Handicrafts.
Within the framework of the sub-agreement signed between the Global Communities and the Small Enterprise Center (SEC) to Supporting MSMEs Competitiveness and Growth in Palestine Programme funded by the Swedish International Development Cooperation Agency (Sida), SEC two local photographers/videographers to work on-site at HLSC premises in Hebron over two days, capturing product imagery and dynamic video reels for social media and e-commerce platforms.
SEC invites qualified local specialists to submit technical and financial proposals.
2.0 Questions and Requests for Clarifications
Questions regarding the technical or administrative requirements of this ToRs may be submitted no later than, Tuesday June 10th, 2025 (Ramallah Local Time) by email to [email protected]. Questions must be submitted in writing; phone calls will not be accepted. Questions, requests for clarifications and the responses thereto that SEC believes may be of interest to other offers will be circulated to all ToRs recipients who have indicated an interest in bidding.
Only the written answers issued by SEC will be considered official and carry weight in the ToRs process and subsequent evaluation. Any verbal information received from employees of SEC, or any other entity should not be considered as an official response to any questions regarding this ToRs.
2.0 Purpose of this assignment:
SEC is seeking qualified local individual photographers/videographers to produce high-resolution product photographs of leather shoes and related accessories, capture short video clips and reels (15–60 seconds) that highlight product features, craftsmanship, and brand storytelling, and ensure all outputs are optimized for use on the web, social media platforms (such as Instagram and Facebook), and the myshoes.ps e-commerce website.
3.0 Expert’s key responsibilities:
The consultant /expert will work closely with SEC staff, Hebron Leather and Shoes Cluster, during the intervention period. The hired specialist will perform the following key activities:
- Take high-quality product photos of leather shoes and related accessories.
- Capture short videos and reels (15–60 seconds) showcasing product features, craftsmanship, and the brand story.
- Edit photos and videos to be professional and visually appealing.
- Ensure all content is optimized for use on social media (Instagram, Facebook) and the myshoes.ps website.
- Deliver all final media files in agreed formats and resolutions.
- Coordinate with the SEC and the Hebron Leather & Shoes Cluster (HLSC) team to schedule and carry out the shoot effectively.
4.0 Main Deliverables
The expert will submit the following deliverables in English Language:
- A set of high-resolution product photographs (minimum number to be agreed in advance).
- A flexible number of short video clips/reels (each 15–60 seconds) showcasing product features and craftsmanship. The exact quantity of videos will be determined prior to production.
- Edited and finalized photos and videos, ready for publication on social media and the myshoes.ps website.
- All original and edited media files delivered in appropriate formats (JPEG/PNG for photos, MP4 for videos).
- One summary sheet listing the types and number of media files delivered.
4.0 Qualifications and Work Experience of the Expert
It is expected that the phtographer that will operates with HLSC will shows qualification for the following expertise:
- Proven experience in product photography and videography, preferably in the fashion or footwear industry.
- Ability to produce high-quality, creative, and engaging visual content for digital platforms (social media and websites).
- Strong editing skills using professional software (e.g., Adobe Photoshop, Lightroom, Premiere Pro, or equivalent).
- Possession of own professional camera and lighting equipment.
- Ability to deliver work within deadlines and respond to creative direction.
5.0 Duration of Appointment:
The expected level of effort of the expert is around 2 working days, within 30 days, time are foreseen for implementing activities from signing the contract.
6.0 Logistic Support for the Consultant
SEC and Hebron Leather and Shoes Cluster will provide information, related document.
7.0 Scope of Price Proposal and Schedule of Payments:
The payments will be made based on the deliverables and after receiving the technical acceptance from the Hebron Leather and Shoes Cluster. The amount will be in USD with all costs excluding VAT, and the contract price will be fixed regardless of changes in the cost components.
8.0 Application Submission Guidelines, Selection Criteria, and Deadline:
The selection of the best proposal will be done by using a combined scoring method – where the qualifications and methodology will be weighted a maximum of 70% (Technical), and combined with the price of 30% (Financial).
