Assignment Title: “Consultancy to map the anchor firm ecosystem across different value chains and to determine green and circular economy challenges and opportunities within the industrial sector in the West Bank”

Enabel is the Belgian development agency, responsible for implementing Belgium’s governmental cooperation and working with various national and international donors. Together with its partners in Belgium and abroad, Enabel provides solutions to pressing global challenges—such as climate change, urbanisation, human mobility, peace and security, and economic and social inequality—while also promoting global citizenship. With over 2,000 staff, Enabel manages approximately 170 projects across 20 countries in Belgium, Africa, and the Middle East.

Enabel in Palestine is currently implementing the SAWA II project, an EU-funded initiative and a continuation of the previous “SAWA” project aimed at enhancing the resilience of micro-businesses and creating sustainable livelihood opportunities.

As part of its efforts, Enabel is launching a service procurement tender to contract a consultancy for mapping the anchor firm ecosystem across selected value chains and for identifying green and circular economy (GCE) challenges and opportunities within the industrial sector in the West Bank.

This assignment builds upon previous value chain assessments and seeks to deepen the understanding of key economic actors—anchor firms—who drive industrial activity and have the potential to lead green transformations. The consultant will be responsible for identifying these firms, analyzing their positioning within the value chains, and evaluating their practices related to sustainability, resource efficiency, and circularity.

In light of the recent conflict and its impact on the West Bank economy, the consultancy will also address how green innovation and inclusive practices can contribute to economic resilience, job creation, and sustainable industrial development, especially for women, youth, and other marginalized groups.
