Background

Tahaluf Consulting and Capacity Development (Tahaluf Consulting) is a leading consulting firm located in Hebron, West Bank. Its mission is to provide innovative, sustainable, and effective solutions to development challenges such as IT, environmental compliance, and climate change, while empowering individuals and organizations to achieve their goals through capacity building and development.

The SheTech Palestine Project, funded by the U.S. Department of State’s Middle East Partnership Initiative (MEPI) and implemented by Tahaluf Consulting, aims to empower young Palestinian women in ICT, Digital Marketing, and Graphic Design by providing them with advanced technical and leadership training, mentorship, and support for entrepreneurship and job placement.

A comprehensive needs assessment was conducted in June 2025, identifying critical skill gaps, market needs, and structural barriers affecting women’s participation in these sectors. This updated ToR reflects 2025 market trends, expanded toolsets, and additional modules to ensure graduates are ready for real digital‑marketing opportunities and freelancing ecosystems.

  • Promote women‑centric learning via flexible and accessible training formats.

  • Facilitate pathways to employment and freelancing through mentorships, internships, and platform support.

  • Provide upskilling aligned with the evolving demands of the digital economy.

  • How to Apply

  • Interested and qualified trainers are invited to submit the following to [Insert Email] with the subject line:
    “Training Service – L1+L2+… – SheTech Palestine”

  • Updated CV – highlighting relevant academic qualifications, technical expertise, and training experience.

  • Cover Letter – outlining motivation, teaching philosophy, and suitability for the selected lot(s).

  • Sample Training Portfolio – optional but encouraged.

  • Availability Schedule – preferred days/hours for teaching.

  • Technical offer – briefly includes workplan (learning objectives, training content, implementation methodology).

  • Financial offer – must be submitted in USD per day (including taxes and Transportation).

  • Individuals shall sign on the VAT disclaimer form, the form will be shared if selected.

  • Companies and training providers shall provide the registration certificate, valid source of deduction,

  • Individuals, Companies and training providers can apply to one or more Lots in this tendering process.

  • Evaluation Criteria

  • The selection of the consultant will be based on the following criteria:

  • Technical Proposal (70%)

  • 10% Relevant Academic Qualifications – e.g., Bachelor’s or master’s degree as per lot(s).

  • 10% Workplan – clarity, feasibility, and alignment with ToR requirements.

  • 10% Proven Experience in Digital Marketing Training – documented delivery of similar programs.

  • Deep Knowledge:

  • Lot 1: 40% Deep Knowledge of Digital Marketing – mastery of the updated curriculum including SEO, SEM, social media strategy, AI tools, analytics, e-commerce, freelancing, and campaign evaluation.

  • Lot 2: 40% – Demonstrated Deep Knowledge of Graphic Design: mastery of tools, methodologies, and up‑to‑date practices relevant to the curriculum (including design thinking, AI ethics, UX/UI, and motion graphics).

  • Lot 3: 40% Deep Knowledge of ICT – mastery of the updated curriculum including web development, mobile apps, databases, cloud/DevOps, cybersecurity, AI tools, and project management.

  • Lot 4: Demonstrated Deep Knowledge of Life Skills (40%) – mastery of the curriculum topics including teamwork, leadership, and digital-age skills (digital literacy, freelance readiness, personal branding).

  • Financial Offer (30%)

  • The competitiveness of the proposed financial offer, including daily rate and total cost (with tax and transportation), ensures value for money and alignment with project budget constraints.

  • Selection Process:
    The evaluation committee, which includes representatives from Tahaluf Consulting, will review both technical and financial proposals and determine the final selection based on the combined score. Shortlisted candidates will be contacted for an interview before the final selection is made.

  • All delivered trainings shall include training materials and pre- and post-evaluation.

  • All delivered training materials shall be uploaded to MEPI-Maktabati Plateform.
