Gender Consultant
Project Title: Civil Peace Project
Implementing Organization: Middle East Nonviolence and Democracy (MEND)

1. Background
The Civil Peace Project, implemented by the Middle East Nonviolence and Democracy
(MEND) and funded by the Dutch Ministry of Foreign Affairs, aims to promote civil peace
and social cohesion in Palestine by engaging youth and communities in dialogue, training,
and media-based advocacy. Ensuring gender inclusion and equality is a cross-cutting
priority within the project framework.


2. Objective
This consultancy aims to mainstream gender across all project components. The consultant
will conduct a gender analysis, ensuring of gender-sensitive, and offer practical
recommendations to ensure inclusive and equitable participation and representation
throughout the project.
3. Scope of Work
The consultant will be expected to:
• Review some project documents, training materials, and advocacy tools from a gender
perspective.
• Conduct a gender analysis of project activities, beneficiaries, and approaches.
• Ensure that gender sensitivity is integrated across project content, sessions, and outreach
strategies.
• Provide clear, actionable recommendations to strengthen gender equality and the
inclusion of marginalized gender groups.
• Participate in relevant meetings to advise the project team on gender-related issues.
• Deliver a final report summarizing key findings and suggestions for sustainable gender
mainstreaming.
4. Deliverables
1. Initial review of documents and brief assessment report.
2. Gender analysis report, identifying key gaps and opportunities.
3. Recommendations and tools for gender integration in activities and materials.
4. Final consultancy report including practical guidelines for future programming and
planning

5. Duration and Timeline
• Start Date: Expected by August 2025
• End Date: The Mid- October 2025
• Specific deadlines will be agreed upon with the selected consultant.


6. Qualifications
• Strong background in gender equality, human rights, or development studies.
• Proven experience conducting gender analyses and mainstreaming gender in projects.
• Expert in the Palestinian context and civil society organizations.
