Field Monitoring Experts – CPP/EORE/NTS Palestine Emergency Early Response III

About REFORM:

The Palestinian Association for Empowerment and Local Development—REFORM is a Palestinian NGO working in the fields of empowerment, local development, and social transformation. It seeks to promote inclusion and social solidarity in Palestine by empowering marginalized, hard-to-reach groups and advancing structural reform. REFORM aims to enhance the social and political participation of these groups and encourage community activism, facilitate equal access to public utilities by strengthening the capacities of youth and women, and provide a reliable database for political and administrative decision-makers in Palestine.

Project Background:

As part of the “Palestine Emergency Early Response III” project, REFORM is seeking qualified field monitoring expert(s) to conduct a specialized training for the project’s local reference points in the West Bank and Gaza Strip no later than Monday, July 28th, 2025, by 04:00 PM.

This assignment responds to the ongoing emergency conditions that have increased risk exposure for communities in affected areas. The training aims to build local capacity to identify high-risk zones, promote safe behavior, and implement effective risk assessment strategies using internationally recognized standards.

Training Overview:

· Training Topic: CPP, EORE, and NTS

· Duration: Total of 20 working days: 5 days in Gaza for 1 group and 15 days in the West Bank for 3 groups, i.e., 5 days per group (each group is composed of 25 participants).

· Modality: Online via Zoom

· Daily Training Time: 5 hours

· Target Group: 100 practitioners

· Language: Arabic

Notes:

· REFORM is not obliged to choose the lowest price.

· Individuals can submit a valid deduction on source certificate or else 10% of the total payment will be deducted as income tax.

· Financial offer should be in ILS, including income tax.

· REFORM has the right to cancel or postpone the tender at any time.

· Each candidate must provide a copy of his/her CV, with their relevant experience.

· The passing grade for the technical offer is 40%.

· The chosen candidate will pay the announcement fees.

· One or more trainer(s) will be chosen from the West Bank and one from the Gaza Strip.

· The tender will be opened on Tuesday, July 29, 2025, at 09:00 AM, provided that all offers have been duly received.

Submission Requirements:

Interested candidates must submit the following:

· Technical offer that briefly includes a workplan consisting of learning objectives, training content, and implementation methodology/approach, alongside a CV in English.

· Financial offer that must be submitted in ILS per day (including tax).

Evaluation Criteria:

The evaluation criteria are distributed as follows: 70% for the technical offer and 30% for the financial offer, detailed as follows:

70% (Technical Offer):

1. (10%): Master’s degree in international Humanitarian Law, Political Science, Security Studies, Emergency Management, or any related field. Master’s degree is a strong advantage.

2. (30%): Submitted methodology and workplan

3. (20%): At least (5) years’ experience in working in CPP, EORE, NTS, conflict, and/or risk management. (The evaluation will be on the highest number of years).

4. (10%): Documented experience in writing reports and preparing pre/post assessments.

Note: Experience in working with international organizations is an asset.

30% (Financial Offer): The financial offer must be submitted in ILS per day (day consists of 5 hours including tax).
