External Evaluation Consultant
Request for Proposals: Final External Evaluator – Hemaya II Project
The Stars of Hope Society (SHS), in partnership with Al Marsad – The Social and Economic Policies Monitor, is seeking a highly qualified external evaluator (individual consultant, team, or firm) to conduct the final evaluation of the Hemaya II project, funded by the UN Trust Fund to End Violence Against Women.
Project Focus:
Ending violence against women and girls with disabilities (WGWDs) in Palestine (West Bank and Gaza Strip), using an intersectional, feminist, and disability-inclusive approach.
Evaluation Scope:
The evaluation will assess the project’s relevance, effectiveness, efficiency, impact, sustainability, gender equality and human rights, and knowledge generation - covering the implementation period August 2022 to July 2025.
Required Qualifications:
- Advanced degree in social sciences, disability studies, gender, human rights, or a related field
- Minimum 7 years’ experience in evaluating EVAW/G or disability-inclusive programs
- Proven expertise in feminist, participatory, and mixed-methods evaluation approaches
- Experience working in Palestine and/or fragile/conflict-affected contexts
- Fluency in Arabic and English
Assignment Duration: 3 months
Start Date: 1 July 2025
