Assignment Title: Environmental & Social Post Audit for Implemented Activities Supported by TechStart Project

Technology for Youth and Jobs Project-TechStart is a project for the benefit of the Ministry of Telecommunications and Digital Economy (MTDE) of the Palestinian Authority, funded by the World Bank (WB), the European Union, the Swiss Agency for Development and Cooperation, and the Government of the Kingdom of Netherlands, and implemented by DAI Global UK as the Project Implementation Agency (PIA).
TechStart is looking to hire an individual consultant to perform activities (Environmental & Social Post Audit for Implemented Activities Supported by TechStart Project) The consulting services (“the Services”) include:
to conduct an assessment to verify the application of and compliance with the project’s E&S requirements, including whether appropriate mitigation measures were identified and implemented during the preparation and implementation of sub-activities. The assessment will also evaluate the efficiency and effectiveness of the E&S monitoring procedures applied by TechStart over the past year, in accordance with the project’s E&S instruments (ESMF, LMP. SE, ESCP).The audit will be based on the assessment of a random sample up to 15% of the implemented sub activities (i.e., signed grant agreements with benefiting IT firms) located in the West Bank, and should cover all aspects such as screening of sub-projects, identification of the E&S measures, the implementation of simplified E&S risk management measures that should have been included in grant agreements, and E&S monitoring and compliance reporting. Rejected cases are excluded from this assessment, as no applications were rejected based on the Project E&S exclusion list. Findings and lessons will be addressed by TechStart, as necessary, under future interventions.

The implementation period of the assignment is expected to be Eight Weeks, and the assignment is expected to commence on 1st August 2025.
DAI through TechStart, the Project Implementing Agency, now invites eligible individual consultants to indicate their interest in providing the Services. Interested consultants should provide information (CVs, description of similar assignments, case studies, experience, availability of appropriate skills, etc.) demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:

Master’s degree in environmental engineering/management or social science or related fields;

At least 5 years of extensive work experience and proven track record in environmental and social assessment and auditing, with demonstrated experience in or familiarity with private sector financing programs.

Demonstrated experience of having undertaken similar Environmental and Social Audit assignments.

Knowledge of the World Bank’s Environmental and Social Framework (ESF) and the Environmental Policies- Mandatory.

Knowledge of Palestinian existing laws, policies, and regulations in environmental and social safeguards in addition to labor local laws and regulations.

Good analytical and documentation/report writing skills.

Good communication skills.

Excellent English writing skills.

Computer skills: full command of Microsoft applications (Word, Excel, PowerPoint).
The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised in November 2017, and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
