Introduction

The Jerusalem Legal Aid and Human Rights Center- JLAC is one of the pioneering human rights organizations in Palestine. JLAC stands to defend victims of human rights offences, regardless of whom the violator is and what facet of living a dignified life is being violated.  In this regard, JLAC provides pro-bono legal aid, awareness, and advocacy/ efforts in tackling violations made by the Israeli government, the Israeli occupying forces and the Palestinian Authority.

Strategic Assessment and Video Production for Digital Communication Enhancement

JLAC is seeking proposals from qualified communications companies to enhance its digital presence. Consequently, JLAC is inviting companies to submit proposals for the services described. This RFP is divided into two separate Lots. Applicants may submit a proposal for one or both Lots. Interested companies shall submit their offers at the latest by Sunday, 01/06/2025, 3:00 PM.

Desired Competencies, Technical Background, and Experience:

  • A proven track record in delivering high-quality digital communication services, media assessments, and/or professional video production (depending on the Lot applied for)
  • Experience working with civil society organizations, particularly those focused on human rights, legal aid, or advocacy work
  • A creative and strategic approach to digital media, with a demonstrated ability to tailor messaging for various social media platforms and target audiences
  • Bilingual capabilities in Arabic and English
  • Proficiency in using relevant tools and platforms, such as content management systems (CMS), social media analytics tools, and video editing software (for example: Adobe Premiere, After Effects or any other software)
  • A multidisciplinary team with clear roles and relevant experience in communications, design, video production, and project coordination
  • Capacity to meet deadlines and work in close coordination with JLAC’s team to ensure alignment with organizational messaging and objectives

Lot 1: Social Media and Website Assessment and Improvement Plan

Objectives of the Assignment:

JLAC is seeking to engage a professional communications company to support the enhancement of its media presence and performance across key platforms, including social media and the official website. The aim is to develop a more impactful and strategic digital communications approach that aligns with JLAC’s mission and advocacy priorities.

Scope of Work:

  • Conduct an in-depth assessment of JLAC’s current media performance, including its presence on Facebook, Instagram, X (formerly Twitter), and the official JLAC website.
  • Identify strengths, gaps, and opportunities for improvement in JLAC’s digital communications strategy, content, and audience engagement.
  • Submit a creative and tailored plan outlining concrete steps and strategies to improve JLAC’s digital outreach and media visibility.
  • Provide illustrative examples (mock-ups, or sample posts, of potential content, messaging approaches, or platform redesigns that could be implemented.
  • Offer a comprehensive improvement plan, including:

- Suggested content strategy

- Technical and design enhancements for the website

- Optimization strategies for better engagement and visibility

- Recommended tools and practices for ongoing media management

  • Include an implementation timeline and cost estimation for the proposed improvements.
  • The service provider is expected to review JLAC’s published materials for the past 6 months, including fact sheets, reports, and statements and ensure that social media content is consistent with the messaging, tone, and key information presented in these documents.
  • Provide monthly reports on the services delivered, including analysis of social media post reach and engagement, follower growth, click-through rates, top-performing posts, audience demographics, ad performance (if applicable), and recommendations for future improvements.

Lot 2: Video Creation for Social Media

Objective of the Assignment:

JLAC seeks to engage a production company to develop a series of short, impactful videos tailored for social media platforms. These videos should effectively communicate JLAC’s mission, highlight its legal aid and human rights work, and engage diverse audiences through creative and compelling visual storytelling.

Scope of Work:

  • Producing short 12-15 videos optimized for social media platforms, including Facebook, Instagram, and X.
  • Developing creative concepts in close coordination with JLAC’s team, ensuring alignment with JLAC’s advocacy priorities and messaging.
  • Capturing relevant footage (including interviews, fieldwork) or using animation/graphics as appropriate.
  • Editing and finalizing videos in high quality, including the integration of:
    - Music
    - Subtitles in Arabic and English
  • JLAC branding

Duration:

JLAC will sign a framework agreement / 2 framework agreements for 6-12 months with the possibility of extention upon agreement of the two contractees.

All questions or requests for clarification must be submitted via email to [email protected] no later than Sunday, 25/05/2025. Answers will be provided to all interested applicants.

Notes:

  • Prices shall be in USD inclusive of VAT and any other expenses.
  • VAT invoices and / or ZERO VAT invoices must be issued.
  • Offers will not be considered unless all papers are complete, signed and stamped.
  • Offers must be valid for 3 months from submission date.
  • Winning service provider will cover advertising fees.
  • Technical and financial offers must be submitted in two separate envelopes.

Submission deadline and criteria:

  • The deadline for submitting proposals is at the latest, by Sunday, 01/06/2025, 3:00 PM.
  • Offers must be submitted by hand at the Center's office located in Millennium Building, 3rd Floor, Al-Masayef, Ramallah. The following information should be clarified on the envelope: RFP name and number (Enhancing JLAC’s Digital Presence No. (RFP 004/2025) and applicant details (company name), name of the authorized person for communication, e-mail and mobile number). The envelope should clearly include: the RFP name and number (Enhancing JLAC’s Digital Presence No. RFP 004/2025), company name, name of the authorized person for communication, e-mail, and mobile number.
  • Technical offers must include:
  • A cover letter indicating which Lot(s) they are applying for (Lot 1, Lot 2, or Both)
  • Company profile with relevant experience (make sure to comply with the above mentioned desired competencies, technical background, and experience)
  • Registration certificate
  • Valid deduction at source certificate
  • Portfolio or examples of previous similar work
  • A detailed technical proposal per Lot
  • Proposed timeline and methodology
  • Financial offers must include:
  • A detailed price offer for each suggested service
  • The proposed cost for social media promotion for each suggested service

Revision criteria:

All offers will be reviewed based on the Accept/ reject offer criteria:

All the following must be met in order to accept the offer:

  • The offer is submitted by hand at JLAC’s office in Ramallah Al Irsal, Kamal Nasser St., Millennium Bld, 3rd floor.
  • The technical and financial offers are submitted in two seperate stamped, signed and sealed envelopes.
  • The company is registered and has valid deduction at source certificate (the certificate must be included in the offer).

Evaluation and Selection criteria:

  • JLAC is not obligated to the lowest prices.
  • JLAC has the right to split or cancel the RFP.

Payment will be made as a cheque or bank transfer within 30 days of each invoice issuance.
