Call for Proposals: Complementary Skills and TVET Profiling in OPT
The International Labour Organization (ILO) is seeking an experienced individual consultant to conduct a rapid, inclusive skills profiling and TVET assessment under its Emergency Response Programme in the West Bank and Gaza. The assessment will inform future employment recovery efforts through identifying key skills gaps, priority sectors, and inclusive vocational pathways—especially for women and persons with disabilities (PWDs).
Who Can Apply?
Independent consultants with demonstrated experience in skills development, labour market analysis, stakeholder engagement, and TVET system assessments in OPT.
Key Responsibilities:
- Review previous assessments and identify gaps
- Engage with MoL, PGFTU, FPCCIA, TVET institutions, and worker representatives
- Conduct consultations and validate findings with stakeholders
- Analyze skills gaps and recommend inclusive employment sectors
- Assess TVET responsiveness and propose reskilling pathways
- Draft a comprehensive report and policy recommendations
