United Palestinian Appeal, Inc. (UPA), a 501(c) (3) New York-registered non-profit organization,
with headquarters in Washington, DC. Established in 1978 by Palestinian-American
professionals, UPA was conceived as a non-political, non-sectarian organization that would help
Palestinians meet their relief and development needs.

UPA is currently implementing the project “Fortifying the Palestinian Medical Sector -Phase 3”
which includes, as part of it, enhancing the emergency preparedness of 12 communities that are
mostly exposed to violence in West bank. This will be achieved through the establishment of
community-based emergency response teams who will act as first responders during crises and
assist professional emergency responders and medical personnel after they arrive. In addition
to setting up emergency posts in each community, developing emergency preparedness plans
and conducting emergency simulation exercises.

Therefore, UPA would like to invite eligible, qualified and registered training organizations that
work in this field and have prior experience to participate in this tender.

Interested qualified organizations should review the full Terms of Reference (ToR) for this
training and are invited to receive the ToR document by sending an email to
[email protected] with the subject: “request of ToR: Bid No: 2024 – 10170 – 02 - WB”
starting from 4 November 2024.

Notes:
Interested organizations are encouraged to send their:
      - Technical offer: including the overall response and updated resume including references
         and examples of similar training and the date of the last training.
      - Financial proposals for the service in USD
