 Organization and Context background information.

Founded in 1993, Médecins du Monde Switzerland is a medical association of international solidarity that is part of the Médecins du Monde network. We provide sustainable access to health care for people in vulnerable situations in Switzerland and around the world.

MdM Switzerland, has been working in the occupied Palestinian territory (oPt) since 1994 in the sector of Mental Health and Psychosocial Support (MHPSS), implementing emergency and development interventions, focusing on victim of occupation-related violence, children and detention, suicide prevention and management, strengthen of access to mental health cares at national and community level, and advocacy initiative.

Objective and deliverables of the assignment

The objective of the services requested is to rent 8 Vehicle rental from 1-February-25 to 31-December -25 in Jerusalem, Ramallah, Bethlehem and South of Gaza Strip

Instructions to Bidding:

Note #1: Only 5 -seater vehicles will be accepted.

Note #2: A technical inspection of the vehicles will be requested from shortlisted bidders.

Note #3: Insurance coverage should include Israel and Palestine. Zero deductable in case of accident.

Registration of the Company

ID of the Company Owner

Ownership documents of the Vehicle (could be rental contract between the company and the legal owner of the vehicle, if vehicle is owned by a third party), MdM has the right to reject the offer if an ownership certificate is not provided.

Note #5 Selection Criteria

Lowest Cost Selection Method will be applied for evaluation of this tender.

The lowest valid offers will be subject to technical checks and passing bidders will be awarded the contract.

Note #6 Minimum Technical Standard (Pass /Fail)

Physical Features:

Color: White, Grey or Black only.

Exterior: Vehicle is in a good cosmetic condition. No major damages on the body, bumpers, windshield or any other exterior features.

Interior: Vehicle has a good clean interior condition. No major damages other than normal wear and tear. Minor damages will be evaluated in case basis.

Control Panel: All components of the control panel is functioning well. Fuel gauge, speed, RPM, odometer is working as it should.

Seat Belts: Seatbelts exists and functional for all seats of the vehicle.

Lights: All lights (including stop light, signals etc.) are functioning and strong enough for movement in the dark.

Air conditioning: Air conditioning is functioning, both for heating and cooling.

Window sweepers: Both front and rear vipers are in good condition.

Tires: All tires are in acceptable condition, able to keep the pressure. No cracks or major repairs visible. The threads are road worthy.

Mechanical Features:

Maintenance: Vehicle has indications of well maintained equipment. Clean engine, clean air filters. No visible damages to engine components. No improvised parts or cables.

Engine: sounds good, no sounds indicating malfunction of moving parts. No engine alerts on the control panel of the vehicle. Oil level is in the normal margin.

Gearbox: Gear shifting is smooth, the torque and acceleration of the vehicle feels smooth.

Exhaust: Exhaust sounds normal, no smoke coming out at start/during high RPMs.

Brake Pads: All break pads have acceptable lifespan.

Application procedure and Timeline

The application should contain the following information:

Eligible company should submit their letter of interest and financial offer by email to MdM’s email: [email protected]  . no later than January the 25th, 2025.

Deadline for Submission of Proposals: 25/01/2025

Evaluation and Selection: 31/01/2025

Contract Signing: 01/02/2025 

Financial proposal. Detailed financial proposals with number of units and the fees , Prices are in NIS and inclusive of value added tax for establishments officially registered with the Ministry of Finance.

Ethical considerations

The consultant/consulting agency must sign the MdM  due diligence Policy and Code of Conduct and be willing to adhere to its principles and expected practices. If a breach of the policy or code of conduct takes place the consultancy will be terminated immediately without any financial burden on MdM.
