Title: Consultancy Services – Development of Simplified Business Plans for Agricultural Cooperatives and Small and Medium Enterprises (SMEs)
Target Areas: Jenin, Tulkarm, Nablus, Salfit, Tubas, Ramallah & Al-Bireh, Jericho & Jordan Valley, Jerusalem, Bethlehem, and Hebron

The Palestinian Economic and Social Development Center (ESDC), in partnership with the Palestinian Vision Youth Organization (PalVision) and the North Hebron Chamber of Commerce, Industry, and Agriculture (NHCCIA) and in collaboration with Oxfam, announces a call for tender for the provision of consultancy services. This is part of the project titled “Empowering Green Businesses: Resilience and Adaptation to Natural and Occupation Shocks”, funded by the Belgian Government through the Belgian Agency for International Cooperation- Enabel

ESDC invites qualified consulting firms to submit proposals for the development of simplified business plans for agricultural cooperatives and SMEs under the sealed tender number: 1/EGB A-07604-03:PS/2025

Tender documents can be obtained free of charge from the ESDC Office (Al-Tulla Building – 1st Floor, Old Birzeit Road, Salamieh, Al-Bireh) from Tuesday, 13/05/2025 to Monday, 19/05/2025, between 8:00 AM and 4:00 PM, except Fridays and Saturdays

• A pre-bid meeting will be held on Monday 19/05/2025 at 11:00 AM at ESDC Office

All tender submissions must be placed in a sealed and stamped envelope, clearly labeled (Consulting Services Tender for Developing Simplified Business Plans for Agricultural Cooperatives and SMEs) – Tender No. 1/EGB A-07604-03:PS/2025", and delivered to the above address no later than 2:00 PM on Wednsday 28/05/2025

• The financial offer must be submitted in a separate envelope from the technical offer
• Late submissions will not be considered

• Public Tender Opening Session: On Thursday; May 29, 2025 at 11:00 am; at ESDC head office

General Terms and Conditions

1. ESDC is not obligated to accept the lowest offer and reserves the right to cancel the tender without justification
2. Applicants must provide proof of relevant experience and capacity to perform the services as stated in the tender documents
3. Bidders must be certified and authorized service providers
4. Bids must include a bank guarantee or certified check equal to 5% of the bid value, valid for 90 days from the date of submission, as a participation guarantee
5. All offers must be submitted in Euros, exclusive of VAT (Zero invoice), and  the prices remain valid for 90 days from the submission date
6. The cost of advertising in newspapers and on Jobs.ps will be borne by the winning bidder
