Request for Proposals

War Child is an independent and impartial, international, and non-governmental organization that has been working in the occupied Palestinian territories (oPt) since 2006.  War Child invests to secure a better future for children affected by armed conflict. The organization supports all children, regardless of their religion, race, social status, or gender. The basic premise of our work is the United Nations Convention on the Rights of the Child, and our primary role is providing protection and psychosocial support for children and training youth leaders on the concepts of development and child protection.

War Child is seeking to hire a consultant/ consultancy company to conduct the baseline study of the three-year project titled " Prevention, response, and Accountability for Palestinian children exposed to child rights violations in East Jerusalem".

Baseline study objectives

The baseline assessment aims to provide comprehensive reference points for the current situation in the targeted areas prior to project implementation. Utilizing established tools and methodologies, it will inform the project by facilitating the measurement of change and capturing the subsequent impact.

The baseline fulfills the following complementary functions:

  • Gain a comprehensive understanding of the socio-economic, cultural, and environmental context in which the project will be implemented. This includes identifying existing challenges, opportunities, and resources available within the community.
  • Validate the evaluability of the intervention by critically examining the relevance, reliability, and usefulness of the indicators proposed in the results framework matrix.
  • Establishing a Benchmark: To establish a starting point or baseline against which progress and impact can be measured over time. This is by measuring the values of defined indicators in the Results Framework Matrix at the outcome and output levels, where applicable, within the corresponding target populations.
  • Provide recommendations for any necessary changes or amendments to the Results Framework Matrix, including objectives, indicators, assumptions, data collection tools, methodologies, and programmatic approaches.
