Introduction
The project focuses on the most vulnerable schools to be supported in responding to emergencies through preventive measures, and school-based psycho-social services, and also in accordance with the Strategic Response Plan. AFKAR’s capacity to play a key role as a bellwether CSO in the promotion of education in emergency development, monitoring, and effective engagement. Moreover, the partnership with the MoE and oPt HF is an extraordinarily added value to the enhancement of EiE for the latter has a very strong effective record in its intervention in the oPt.
 
Accordingly, this project is targeting the most acutely vulnerable female and male children, teachers, and in specific vulnerable areas C locations in Nablus, Qalqilia, Salfeet,
 
Despite the pioneering role that the Ministry of Education (MoE), INGOs, NGOs, and other partners have been playing in Palestine for the last 30 years their important and effective role in dealing with education in Emergency is still in dire need as the variables are dominant as long as occupation is still considered the most visible constraint on Palestinian development. 
Task overall Objectives:
Support AFKAR Organization for Educational & Cultural Development in strengthening and empowering the capabilities of MoE teachers to focus on mechanisms to deal with emergencies and the best strategies to alleviate their repercussion not only on children but also on themselves, and build a more resilient, sustainable and equitable inclusive learning environment.
 
The capacity-building project envisaged should support the targeted teachers as well as counselors to roll out these capacities to children and their peers, in turn, to operate and facilitate all PSS activities in targeted schools for the most acutely vulnerable female and male children, teachers, and in specific vulnerable areas C locations of Nablus, Qalqilia, Salfeet. Targeted schools are: Rafat Basic Co-Ed School, Jinsafut Secondary School for Girls, Al-Aqrabaniyyeh Secondary School for Girls, Frush Beit Dajan Co-Ed School, Urif Secondary School for Boys, Al-Lubban Secondary School for Girls, As-Sawyieh Secondary School for Girls.
 
The specific objective of the task will be to:
 
Design a 24-hour training module (TOT) aiming to build the capacity of MoE teachers on education in emergencies focusing on stress management, classroom management, life skills practice, psychological discharge activities, how to deal with students with disabilities, and a referral system in line with the Ministry of education and classroom management. Besides, teachers will be empowered to facilitating PSS activities done by students themselves, exposure to INEE and WHO guidance, the know how to do monitoring and reporting, and the know how to track the progress of children’s well-being and protection.

Submitting Training Materials to AFKAR and MoE for review and feedback.
Conduct the training sessions (24 hours)
Conduct a 24-hour coaching session for school teachers for overall development, challenges, and how to evolve and give feedback to participants to improve themselves and build on what they have learned.

A national expert to design, plan, facilitate a capacity-building program to include a 24-training hour. And implement the training for 7 training groups (MoE teachers). In addition to conduct 3 coaching sessions for each group.

Scope of Work:
The expert is expected to do the following:

Methodology:
Desk research for developing content for the training session.
Consult with the AFKAR team to organize an education in emergencies training course
Implement any modifications requested by AFKAR team regarding the training content, methodology, or training activities.
Conduct training days and coaching sessions on the due date agreed by MoE, and AFKAR
Compilation and submission of the draft report.

Payment Schedule
§ Development and facilitation of one training course on the assigned date.
§ Development and facilitation of three coaching sessions on the assigned date
§ A written report on the successful delivery of TOT course backed by participants’ feedback and lessons learned submitted within one week following the conclusion of the training session.

Timeframe:
A total number of TOT hours to be executed during August 2023. This would be agreed upon in consultations and the agreement of MoE, and AFKAR.

Fees & payment terms:
40% of the whole payment of the TOT will be paid after conducting 50% of the total training hours, the remaining 60% will be paid after conducting all training hours and submission of the report on the successful delivery of the training course
The whole payment of the coaching sessions will be paid after the submission of the report on the successful delivery of the coaching sessions
AFKAR’s Responsibilities:
AFKAR’s responsibility will be the following:
Assist in coordination with MoE, participants and expert/s
Preparation of all logistic and technical requirements.
Review concepts of the experts and provide feedback as necessary
Ensure payment of agreed amounts
Any other tasks as required
Qualifications and experience:
The expert/trainer is expected to have:
A university degree in Education in Emergencies, special education, inclusive education, psychometry, or any related field.
Demonstrated knowledge and understanding of the educational system, education in emergencies, inclusive education, working with children with disabilities.
A range of 5 years or more of experience in education, education in emergencies, inclusive education, special education, and working with children with disabilities.
At least 5 years of experience in capacity building, conducting training, workshops, sessions, coaching, diagnosis of disability, and delivering training along with materials.

Training & coaching Rate:                                                                                                                                                                                
Training:
 
The expert day rate (8 hours) will be four hundred and twenty US dollars ($420) covering all personal expenses according to the project budget. 10% tax will be deducted.  The 8 hours may be distributed on 3-4 days according to the teachers’ situation.
 
Coaching:
The expert day rate will be three hundred and fifty US dollars ($350) covering all personal expenses according to the project budget. 10% tax will be deducted.  The 8 hours may be distributed on 3 days according to the teachers’ situation.
