HEKS/EPER, the aid organisation of the Protestant Churches of Switzerland, has its headquarters in Zurich,
Switzerland. HEKS/EPER is active in development cooperation and focuses, amongst others, on civil society
strengthening and conflict transformation. HEKS/EPER has coordination offices in 16 countries and implements around 150 projects worldwide. HEKS/EPER has been active in Israel / Palestine since 2011 and implements projects applying a human rights-based approach.
The estimated start of this assignment is October 2020. The recruitment is subject to the successful approval by the Swiss Agency for Development and Cooperation (SDC) of HEKS/EPER’s bid to the tender.
SDC is requesting proposals for the implementation of the “Community-based protection programme– Gaza and West Bank” (Inception Phase 1.10.2020 – 31.12.2020; Phase I 01.10.2021 – 31.12.2023). The programme will establish and manage a fund to support small-scale community organisations working on Sexual and Gender Based Violence through funding and organisational capacity building to ensure and improve the effectiveness and sustainability of their work, so that they can protect their communities by providing effective services. The first phase will promote the protection from sexual and genderbased violence (SGBV) in the Gaza strip. The inception phase includes the setting up of the fund and selection of the partner organisations. The first implementation phase (36 months) comprises the implementation of the program in line with the programme documents.
For the implementation of a community-based protection programme in Gaza and the West Bank, HEKS/EPER is looking for a
TEAM LEADER (f/m), 100%, based in Gaza City or Jerusalem with
frequent travels to Gaza
- Strategic steering and overall management of the program as per accepted program document, in coordination with the steering committee
- Leading the Project Implementation Team (PIT) and the partners in implementing the programme’s activities, i.e. managing the fund, ensuring compliance and achievement of set objectives
- Management of the Project Implementation Unit (PIU): office, human resources, finances and administration
- Ensure high quality narrative and financial reporting in line with donor requirements
- Ensure the development of the monitoring and results measurement (MRM) system, as well as knowledge management for steering, accountability and learning
- Ensure a conflict sensitive, human rights-based programming approach and stimulate an open and constructive learning environment among the team and partner organisations
- Establish smooth and close working relationships and processes for collaboration with the donor
- Ensure cooperation and coordination with other projects supported by SDC in the oPt as well as other relevant initiatives in the areas of civil society strengthening, SGBV / protection, people with disabilities, and youth
The team leader will report to the Country Director Israel/ Palestine, and be part of the project’s steering committee.
S/he will benefit from technical and thematic support from a multidisciplinary experienced team at country and HQ level (remote coaching and on-site inputs).

- Academic degree (Master or equivalent) in a subject relevant for the programme
- Strong expertise and at least 7 years of experience in managing and coordinating development interventions of a comparable size (1 Mio. CHF annually) and scope
- Strong knowledge and experience in fund management, including compliance, processes, risk analysis
- Strong managerial skills, including results-oriented management, strategic planning, human resources management, and financial management skills
- Experience in working with civil society organisations
- Strong thematic knowledge on protection, SGBV and PwD
- Strong analytical skills and capacity to think systemically
- Experience in coaching and mentoring a local team with various professional backgrounds
- Strong interpersonal, intercultural and communication skills
- Professional experience in the Middle East, preferably in the oPt
- Experience in organisational development and CSO capacity building is an advantage
- Excellent English language skills and fluent in Arabic (at least oral and reading)
The team leader will work on a HEKS/EPER yearly contract with the option of renewal until the project’s end (3 years). The expected start of the assignment is scheduled for 1 October 2020, depending on the successful approval by the Swiss Agency
for Development and Cooperation (SDC) of HEKS/EPER’s bid to the tender.
