The Strategic Partnership between the Netherlands Ministry of Foreign Affairs and VNG International is a 5-year programme, focused on 4 thematic priorities: Security & Rule of Law, Migration, Local Revenue Mobilisation, and Water.
This programme, called Sustainable Development through Improved Local Governance (SDLG), is currently being implemented in 10 countries (Algeria, Burundi, Iraq, Mali, Mozambique, Palestine, Somalia, South Sudan, Uganda, and Ukraine). Despite the diverging contexts and themes, the SDLG programme pursues one overall objective: to empower local governments and their representative bodies to shape a more sustainable future for their communities.
SDLG Palestine is part of two thematic priorities; Security & Rule of Law and Local Revenue Mobilization which are implemented in partnership with the Ministry of Local Governments (MOLG) in Palestine
The expert will assist the VNGi team to develop and build an Own Source Revenue strategy and tools for the SDLG programme’s target municipality of Qalqilya.
The expert’s assignment will work towards broader project goals in achieving higher level outcome 2: Local Governments improve their administrative capacity to provide and fund municipal services in a data driven way. Specifically, it will relate to mid-level outcome 2.3: Local Governments are capable of improving their Own Source Revenue collection.
The aim of this assignment is to support the municipality in strengthening its Own Source Revenue (OSR) performance through a practical, data-informed strategy. The assignment seeks to identify and address key administrative, legal, and technical barriers to effective revenue generation and management. It aims to enhance the municipality's financial sustainability and service delivery capacity, including proposed improvements to internal systems and staff capacity, to achieve the project outcomes.
Activities to be performed:
- Collaborate with Qalqilya municipality to develop an Own Source Revenue Enhancement strategy tailored to the municipality’s context, aimed at enhancing municipal revenue collection.
- The strategy will include a business case including several future-oriented scenarios and roadmaps to be elaborated in collaboration with municipal staff and for the municipality.
- This strategy will be aimed at identifying and strengthening major municipal revenue streams from services and taxes.
- Transform the data collection findings in Qalqilya municipality into actionable interventions, targeting incorporation of previously missed revenue in the form of unregistered units or missing valuation data.
- Diagnose administrative, legal and technical gaps in the current revenue management systems such as billing, valuation, collection, GIS usage inefficiencies, and implementation of laws according to the full municipal mandate and punishments for violations.
- Transform the findings of the in-depth assessment and solid waste assessment both conducted in Qalqilya into actionable interventions for the strategy.
- Hold key interviews with MDLF and MoLG to gather insights and align the strategy with national frameworks, institutional directions, and relevant support mechanisms.
- Design and propose training sessions to build the capacity of municipal staff to implement and follow up on the strategy effectively.
- Develop a detailed action plan aligned with Qalqilya’s planning and budget cycles with clearly defined interventions, scenarios and budgets for those interventions, including both municipal interventions and investments, as well as a pilot investment for the SDLG project to finance.

Qualifications Required:
- Master's Degree in a relevant field (Public Finance, Economics, Urban Planning, Public Policy etc.)
- Minimum of 10 years of experience in the field of municipal finance, municipal development, public finance, urban planning, local governance. Preferably through positions in governance or NGO’s.
- Excellent writing skills
- Fluent in English and Arabic
- Proven experience in working with Local Governments
- Proven experience with the design of municipal finance strategies.
- Excellent communication and citizen engagement skills, including the ability to facilitate public meetings with citizens and foster dialogue on municipal services and obligations.
- Experience as a trainer (preferably).
