Programs Manager

NATUF is a Palestinian non-governmental organization (NGO) established in 2002 as a charitable association licensed by the Palestinian Ministry of Interior under registration number 7196. The organization is dedicated to supporting community development across Palestine, with a particular focus on the Gaza Strip. NATUF aims to contribute to creating a healthy and sound social environment by advancing development in the fields of environment and community welfare.

Job Title: Programs Manager

Location: Gaza

Reports to: Executive Director

Contract Type: Full-time

Position Summary: We are seeking a dynamic and experienced Programs Manager to lead and oversee the planning, implementation, and evaluation of our projects and programs in Gaza. The ideal candidate must have strong English communication skills, experience in projects management, networking and fundraising, and a passion for community development and humanitarian response

Key Responsibilities:

• Lead the design, implementation, monitoring, and evaluation of projects in line with organizational strategy and donor requirements.
• Develop and manage program budgets and ensure efficient and transparent use of resources.
• Prepare high-quality narrative and financial reports for donors and stakeholders in both Arabic and English.
• Build and maintain effective relationships with local and international stakeholders, including NGOs, UN agencies, donors, and community partners.
• Support fundraising efforts by identifying funding opportunities, developing concept notes, and contributing to proposal writing.
• Represent the organization in external meetings, coordination clusters, and donor forums.
• Ensure compliance with organizational policies and donor regulations.
• Supervise and support program staff, providing coaching, training, and performance management.
• Follow up on procurement and expenditure processes with the Procurement and Finance departments to ensure timely and compliant implementation of activities.

Qualifications and Requirements:

• Bachelor's degree in International Development, Engineering, Business Administration, or a related field. A Master’s degree is an asset.
• Minimum 5 years of relevant experience in program management, preferably in the NGO or humanitarian sector.
• Fluent in English and Arabic (spoken and written).
• Proven ability to manage complex projects and multiple stakeholders.
• Strong networking, fundraising, and proposal development skills.
• Excellent communication, leadership, and interpersonal skills.
• Familiarity with donor requirements such as UN agencies is a plus.
