Materials Development Consultant –CBO Community Guide (PSEA │ AAP │ CFM)
1. Background
The Musanada Project works with 20 Women-led Community‑Based Organizations (CBOs) across the West Bank to strengthen community‑level safeguarding. Internal SEA risk analysis, UNICEF global PSEA standards and the Sanad Network guidance all confirm that CBO staff need one concise Arabic guide—instead of multiple dense manuals—covering:
- PSEA principles & survivor‑centred code of conduct;
- Accountability to Affected Populations (AAP) – how communities influence and monitor aid;
- Complaints & Feedback Mechanisms (CFMs) – safe, confidential reporting paths;
- Gender, disability and adolescent inclusion.
2. Purpose
Develop a practical, single “CBO Guide” in Arabic that merges existing PSEA, AAP and CFM resources into a user‑friendly, printable / digital tool that CBO staff—and adolescent peer‑educators—can use directly with their communities. No new technical standards are required; the task is to simplify, harmonise and package approved materials, ensuring community feedback shapes the final draft.

Total: 20 working days.

Consultant Profile / Qualifications
Minimum BA in Communication, Graphic Design, Social Sciences, or related field.
3+ years creating behaviour‑change or safeguarding materials for humanitarian / development programmes.
Proven experience with PSEA, AAP, CFMs, Gender & Disability Inclusion and adherence to Core Humanitarian Standards.
Fluent Arabic writing / layout; good English for coordination.
Proven ability to design adolescent‑appropriate sessions and apply participatory feedback.
Experience delivering or designing PSEA trainings is a strong asset.
Familiarity with West Bank cultural context.
6. Ethical & Branding Standards
Follow UNICEF visibility guidelines and Child Safeguarding Policy.
No identifiable photos of children / vulnerable persons without written consent and UNICEF clearance.
Content must be survivor‑centred, gender‑sensitive, disability‑inclusive and non‑stigmatizing.
7. Management & Reporting
The consultant reports to the ApS PSEA Focal Point with technical oversight from the UNICEF Protection Officer. Weekly virtual check‑ins (e‑mail or MS Teams) will track progress and resolve issues promptly.
