The A.M. Qattan Foundation is seeking to recruit a highly motivated individual for the position of Manager, Facilities Unit to work in its offices in Ramallah. Following is the description of this position:

Job Objectives:
Lead the efficient management and optimal operations of the Foundation’s buildings, facilities, systems, technical and logistical support, in alignment with approved policies and procedures. The Facilities Manager is part of the Administration Department and works in close synergy with other key support functions, including Information Technology, Human Resources, and Procurement, to ensure an integrated and responsive administrative environment that supports the Foundation’s overall mission.

Responsibilities & Duties:
Technical Support and Maintenance
- Oversee, monitor, and optimise building management systems, such as BMS, KNX, BVMS, BIS, CBS, AC, and elevator software.
- Ensure the smooth and efficient operation of the Foundation’s facilities through routine inspections, monitoring, and supervision of all preventatives, regular, and emergency maintenance and repair activities.
- Manage and monitor all maintenance-related service contracts.
Health and Safety
- Lead the development, implementation, and maintenance of health and safety protocols, ensuring adherence to all relevant procedures and regulations.
- Serve as the primary liaison with external entities such as the municipality, civil defense, and police in matters related to safety and compliance.
- Supervise and coordinate the work of outsourced services, including but not limited to, security, cleaning, and gardening.
- Lead on the development and implementation of emergency preparedness and response plans (fire drills, evacuation procedures, etc..)
Green Building
- Ensure efficient use of resources and compliance with the relevant approved policies and guidelines.
- Provide guidance on and monitor procedure of waste reduction, recycling, and disposal procedures, best practices for green buildings, and energy-efficient use.
Fixed Assets and Storage
- Maintain and regularly update the fixed assets registry, including conducting the annual physical inventory count.
- Supervise the storage, relocating, and disposal of fixed assets as necessary.
Logistics and Office Help
- Oversee venue hire cycle and coordinate logistical and technical support for internal and external events, such as exhibitions, concerts, and workshops, in close coordination with relevant teams.
- Ensure synergy and efficiency in the provision of logistical services.
Managerial Tasks
- Develop, update, review all relevant policies and guidelines and ensure compliance.
- Manage and renew service agreement and support contracts related to facilities management.
- Supervise and monitor the daily activities performed by the sub-ordinate staff, conduct appraisals, and determine training needs.
- Participate in the preparation of the annual budget and work plan, as related to facilities management, and ensure efficient execution within the approved budget.
- Prepare and present regular reports on all relevant issues, including those for the semi-annual and annual reports.
- Carry out any other work-related activities.
Competencies:
- Effective communication skills (in English and Arabic).

Education:
- Bachelor’s degree in electromechanical engineering, civil engineering, architecture, or a related
- A certification in facilities management, project management, or occupational health and safety is considered an asset.
Experience:
- At least seven years of progressively responsible experience in facilities management, operations, or building maintenance.
- Knowledge of building systems (BMS, KNX, BIS, BVMS, CBS, etc.) and of building management and maintenance concepts.
- Experience in the development and administration of technical contracts.
- Knowledge of operations and event management.
- Knowledge of FIDIC.
- Thorough knowledge of operating green buildings in a plus.
Technical Skills:
- Excellent technical knowledge of building management systems and of electro-mechanical and audio-visual systems operation and maintenance.
- Able to work within a team.

- Responsiveness around the clock (on call).
