Global Communities is seeking Knowledge and Data Management Specialist for the Supporting MSMEs Competitiveness and Growth in Palestine programme to be based in the West Bank (Ramallah). This Swedish Government supported programme, in its third year, uses a market systems development lens to better understand the critical constraints that exist to sustainable income change for large numbers of micro, small and medium enterprise owners and ensure a sustainable approach for addressing these constraints. The programme will contribute to job creation especially for women and youth and increase Palestine’s economic independence.

The Specialist will provide significant strategic and technical expertise and support to the programme management for effective data management, data consolidation and flows as well as administration, monitoring, learning, adaptation, reporting, and communication to enable on-time and high-quality programme delivery. Responsibilities:

The Knowledge and Data Management Specialist will work closely with the Programme Director and the programme team and with partners to refine and oversee of the implementation of data processes, collection, database, data set structures and systems and flows in Monitoring, Evaluation, and Learning (MEL) to support evidence-based Collaboration, Learning and Adaption (CLA), communication plans and activities, and work closely with program leadership to integrate Results Based Management (RBM) and CLA activities into the programme work plan. This position will take part in strengthening the capacity of programme staff and partners in data management and use for MEL/CLA as core in MSD delivery.

Specific responsibilities include the following:

  • Design and implement digital data solutions to streamline MEL processes, facilitate date use and inform CLA.
  • Revise and Update the system:
  • Review, update and develop the overall framework and data collection system and database, analysis and data collection tools for project M&E with relevant data collection systems.
    • Review and assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurements and tools; Review the quality of existing data in the project subject areas, the methods of collecting it, and update as necessary. Develop right-sized monitoring tools and data collection protocols to ensure accurate collection and verification of qualitative and quantitative data
  • Oversee the progress for collecting, cleaning and storing data for performance indicators, including tracking progress since baseline for supported MSMEs, managing databases of unique participants and conducting analysis of quantitative and qualitative programmatic data to inform management on progress.
  • Maintain reporting procedures and guidelines in compliance with accepted standards and systems.
  • Work with collaborating partners to review their existing approaches and management information systems and agree on any required changes, support and resources.
  • Conduct regular data quality analysis to ensure reliability, validity and accuracy of programmatic data
  • Coordinate and oversee project evaluation activities to assess the outcomes and impacts of SMCGP Programme activities, including efforts funded through grant facilities, and sectoral level indirect impacts.
  • Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings.
  • Produce reports on M&E findings and prepare presentations based on M&E data. Track programme’s progress and evaluate its impact in an integrated manner allowing for on-going learning and program adjustments and provide regular reports and updates on assumptions, progress and adaptations necessary.
  • Manage project communications and PR with stakeholders and disseminate project information including by managing communications officer.
  • Responsible for effective written analysis, reports and oral presentations on the programme as requested by the programme management. 
  • Develop and maintain interactive data dashboards in PowerBI to facilitate access to programmatic data. Train programme and MEL staff on the use and maintenance of data dashboards.
  • Prepare and facilitate regular data reflection sessions to support use of evidence for decision making and results-based management of the programme.
  • Perform other duties as may be assigned by the Programme Director.

Job Requirements

Qualifications:

  • Master’s degree (or equivalent) in a discipline related to statistics, data science , Information Technology, economics, business, or related field, with a minimum of 5 years of experience in Monitoring, Learning and Evaluation and/or Collaboration, Learning and Adaption, and duties in fields related to market systems development or economic development; or,
  • Bachelor’s degree in a discipline in a discipline related to statistics, research methods, economics, business, or related field, with a minimum of 8 years of experience in Monitoring, Learning and Evaluation and in fields related to market systems development or economic development.
  • At least four (4) years of professional experience in a MEL leadership position and with M&E data systems for development. Experience in MEL or CLA within MSD approach strongly preferred.
  • Strong background, training and experience in field research methodologies and data management tools and programs.
  • Demonstrated ability to articulate technical information clearly and effectively and adjust indicator selection and targets as part of adaptive programming. 
  • Demonstrated experience creating and managing data dashboards, preferably in
  • Knowledge/Experience with SIDA contract rules and regulations preferred. 
  • Demonstrated ability to create and maintain effective working relationships with donor, host country government personnel, stakeholders, market partners, and international donor agencies.  
  • At least 2 years of management/supervisory experience is required. 
  • Evidence of effective communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired. 
  • Languages: Full Professional Proficiency in spoken and written English and Arabic languages. Must be able to use both languages fluently and accurately and be able to read all styles and forms on all levels pertinent to professional needs.
