Position Summary:
The Finance & Operations Officer is responsible for managing the financial and operational functions of PAMA’s Palestine Country Office. This integrated role encompasses high level skills in budgeting, accounting, procurement, logistics, compliance, audits, and administrative support at the national level. The role ensures effective resource utilization, strong financial stewardship, operational efficiency, and alignment with donor regulations, local laws, and PAMA’s internal policies.
Key Responsibilities:
1. Financial Management and Reporting:
- Prepare and monitor annual and project-specific budgets in coordination with program teams.
- Manage day-to-day financial transactions, including payment processing, petty cash, and reconciliations.
- Produce monthly, quarterly, and annual financial statements for internal review and donor submission.
- Ensure timely reconciliation of bank accounts and resolution of financial discrepancies.
- Track grant expenditures and prepare financial forecasts.
- Liaise with PAMA HQ finance team for consolidated reporting and fund transfers.
2. Compliance and Audit Preparation
- Ensure adherence to internal controls, donor regulations, and applicable financial laws in Palestine.
- Maintain organized financial documentation to ensure audit-readiness.
- Coordinate with auditors, prepare audit schedules, and respond to audit queries, in addition to coordinating all audit missions.
- Monitor tax obligations and ensure full compliance with national laws, including payroll and VAT, and registration of the Organization with local authorities.
3. Accounts Payable and Receivable
- Process and record supplier invoices, staff reimbursements, and vendor payments, while making sure all financial supporting documents are maintained in a proper manner.
- Monitor accounts receivable and follow up on outstanding balances.
- Ensure timely payroll processing and accurate tracking of salaries, benefits, timesheets and deductions, as per the applied laws and regulations.
4. Procurement and Logistics:
- Manage procurement processes to ensure transparency, compliance, and cost-effectiveness.
- Oversee tendering, bid analysis, and vendor selection in alignment with donor guidelines.
- Ensure timely and efficient procurement and delivery of goods and services.
- Maintain a complete and updated procurement and asset register.
- Supervise warehousing, stock control, and distribution of medical and operational supplies with all related authorities as applicable.
5. Office and Administrative Operations:
- Support daily administrative functions including office management and staff logistics.
- Ensure smooth functioning of the Palestine Country Office infrastructure and resources.
- Manage operational contracts, such as those for facilities, services, and equipment.
- Support the organization of events, travel arrangements, and workshop logistics.
6. Cash Flow and Bank Management
- Oversee cash flow planning and ensure liquidity for operational needs.
- Coordinate fund transfers between HQ and the Palestine office.
- Maintain security and integrity of all cash-related operations.
7. Financial Capacity Building and Support
- Train staff on budget management, compliance, and financial procedures as needed.
- Collaborate with program staff to align spending with budgetary constraints.
- Recommend cost-effective practices and financial process improvements.
8. Other Duties:
- Perform additional tasks as assigned by the Country Director to support successful financial implementation.

- Bachelor degree in Finance, Accounting, or Business Administration Master's degree is an asset.
- Professional certifications (e.g., CPA, ACCA, CMA) an asset.
- Minimum 8-10 years of financial management experience in the nonprofit or international development sector is required.
- Strong understanding of donor-funded program compliance (USAID, UN, EU, etc.) is required.
- Proven experience in managing procurement and logistical operations is required.
- Proven strong knowledge of accounting principles, local tax regulations, and audit preparation.
- Proficiency in QuickBooks, Excel, and ERP systems is required.
- Fluent in Arabic and English, both written and spoken.Core Competencies & Values Alignment

Work Environment & Expectations:
- Travel Requirements: Occasional travel to Gaza and East Jerusalem.
- Work Environment: Ramallah Office-based with field support responsibilities.
- Availability: Willingness to work within extended hours during reporting or audit periods.
