Background
The project titled "Strengthening and Enhancing Rehabilitation, Prevention of Torture, and Accountability in Palestine" is designed to address the widespread and persistent issue of torture and ill-treatment in Palestine. It seeks to respond to the pressing need for a comprehensive approach that combines rehabilitation services for survivors, preventative mechanisms, legal accountability, and public awareness.Torture remains a serious human rights challenge in the region, and this project takes a comprehensive approach to address it. That means not only helping those who have been affected but also working with law enforcement, legal professionals, and the wider public to change how torture is dealt with. The project is grounded in human rights principles and aligns with international standards, especially those set out in the UN Convention Against Torture.The work is being carried out in a very complex and often difficult environment, making this kind of focused and coordinated action even more important. It aims to bring lasting change by combining support services, legal action, training, and awareness-raising
objectives of evaluation:
To evaluate the project in terms of its relevance, efficiency, effectiveness, sustainability, and impact, with a priority on assessing the project's expected results, objectives, and overall goal.
To identify key lessons and potential practices for learning.
To assess the challenge and best practice and document the outcome for future processes.

The purpose of this consultancy is End-of-Project Evaluation. The key outcomes to be achieved are as follows:
The Project has been implemented in 28 months. This end-of-project evaluation focuses on the entire implementation period. The evaluation is forward-looking and will capture effectively lessons learned and provide information on the nature, extent, and where possible, the potential impact and sustainability of the project. The evaluation will assess the project design, scope, implementation status, and the capacity to achieve the project objectives. It will collate and analyse lessons learned, challenges faced, and best practices obtained during the project cycle.
The emphasis on learning lessons speaks to the issue of understanding what has and what has not worked as a guide for future planning. It will assess the performance of the project against planned results. The evaluation will assess the preliminary indications of potential impact.
The evaluation will include a review of the project design and assumptions made at the beginning of the project development process. Project management including the implementation strategies; and project activities; will assess the extent to which the project results have been achieved, referral among partners, and capacities built. It will also assess whether the project implementation strategy has been optimal and recommend areas for improvement and learning.
The evaluator will be selected based on technical merits of the submitted offers.
