Update of HR Manual, Finance and Procurement Manual, and Creation of Governance Manual for ANAR
Introduction
ANAR is seeking the services of a qualified consultant to update its Human Resources (HR) manual, Finance and Procurement manual, and create a Governance manual. The consultant is expected to ensure that these manuals are comprehensive, compliant with current regulations, and aligned with ANAR's operational needs and strategic objectives. A guiding note for this task is the latest Micro Assessment Report of ANAR for Empowerment & Psychosocial Support, commissioned by the United Nations Children’s Fund.
ANAR is a not-for-profit organization situated in Beit Sahour, Palestine. Their work is focused on advancing the psychosocial wellbeing and resilience of children impacted by violence and oppression. ANAR’s mission is to prioritize the essential human rights of health and wellbeing for Palestinian children, caregivers, and the broader community through participatory, holistic, and inclusive approaches to psychosocial support grounded in human rights and protection principles. The organization also emphasizes the importance of community-based psychosocial support and creative expression as fundamental pathways to community development and healing.

The assignment is expected to be completed before August 31, 2025, starting from the date of contract signing.
Consultant’s Qualifications
The consultant should possess the following qualifications:
Submission Instructions
Interested individuals should submit their proposals detailing their experience, availability, and pricing in shekels including VAT to ANAR’s contact person. Proposals should also include examples of previous work in consulting related to human resources, finance, procurement, and governance. Additionally, candidates must submit their CV, a technical offer, and a financial offer. Interested consultants should submit the following documents:
Cover letter explaining their suitability for the assignment. Detailed CV highlighting relevant experience and qualifications. Proposed methodology and work plan for the assignment. Financial proposal outlining the consultancy fee.Evaluation Process and Method
Proposals will be evaluated based on their technical merits and price, with a maximum score of 100 points. The technical proposal may achieve up to 60 points, while the price component may attain up to 40 points. Technical proposals will undergo a desk review by ANAR evaluators who will assess the quality of the portfolios and submitted profiles.
Safeguarding and Protection Commitment
ANAR is dedicated to safeguarding the welfare, dignity, and rights of all individuals, particularly children and vulnerable adults. The consultant must adhere to ANAR's Safeguarding Policy and PSEA Policy and uphold the highest standards of conduct to prevent harm, abuse, or exploitation. Any concerns regarding a breach of safeguarding obligations must be reported immediately. Non-compliance may result in disciplinary measures, including contract termination.
