Call for Proposals: Consultancy for Wage Analysis and Harmonization of Cash-for-Work (CfW) Interventions in the State of Palestine
The International Labour Organization (ILO) is seeking a qualified consultancy firm to conduct a comprehensive wage analysis of past and current Cash-for-Work (CfW) programmes implemented in the West Bank and Gaza Strip.
This assignment aims to support the development of harmonized, evidence-based wage-setting policies that promote fairness, gender equality, inclusion, and decent work across all CfW interventions. The selected firm will analyze wage levels, benchmark costs of living, model wage-setting scenarios, and propose a standardized minimum wage framework adapted to the Palestinian context.
Duration: 14 weeks
Expected Start Date: 15 August 2025
Key Tasks Include:
- Desk review of wage policies and existing CfW frameworks
- Mapping of CfW actors and consultations with stakeholders
- Collection and analysis of wage data (by region, sector, gender, etc.)
- Development of a harmonized wage recommendation
- Facilitation of a validation workshop
Who Can Apply?
Eligible applicants include consultancy firms with:
- Proven experience in labour market research, wage analysis, and employment programme evaluation
- Expertise in working in crisis-affected or humanitarian settings
- Strong knowledge of the Palestinian socio-economic context
- Capacity to deliver inclusive, gender-sensitive, and contextual recommendations
