Background:

The Palestinian Association for Empowerment and Local Development – REFORM is a Palestinian NGO that works in the fields of empowerment, local development and social transformation. It seeks to promote inclusion and social solidarity in Palestine through empowering marginalized hard-to-reach groups and structural reform. REFORM aims to boost the social and political engagement of marginalized hard-to-reach groups and community activism. It seeks to promote equal access to public utilities by empowering young men and women while establishing a dependable database for political and administrative decision-makers in Palestine.

REFORM is seeking to contract with an expert to Develop (2) Manuals and Documentation Reports for the Popular Committees of Refugee Camps no later than Thursday 29.05.2025 by 03:00 pm.

Objectives of the Assignment:

The Popular Committees, the Department of Refugee Affairs (DORA), and the Executive Office for Refugee Affairs (EOR) are central pillars in the governance and service delivery structure within refugee camps. These entities work in close coordination to address the needs of refugee communities, manage local affairs, and provide essential services.

To enhance good governance and institutional performance and foster greater coordination between these key stakeholders, there is an urgent need to establish comprehensive and unified administrative manuals. These systems will not only streamline operational processes but also reinforce good governance practices, ensure compliance with relevant policies, and improve the overall effectiveness of service delivery.

The primary objective of this consultancy is to design, develop, and deliver a set of harmonised and up-to-date administrative manuals and documentation reports tailored for the Popular Committees. These manuals and reports must articulate clear procedures, delineate roles and responsibilities, and provide standardised tools and templates to guide operations. Additionally, the manuals should establish a coherent framework that governs the interaction between the Popular Committees, DORA, and EOR, ensuring that roles are aligned, communication is streamlined, and decision-making is well-coordinated.
