Background
YWCA of Palestine is seeking an experienced Independent Consultant or Consultancy Firm to conduct an end-of-project evaluation for its Mental Health Community-Based Awareness Campaign Project, implemented between 2023 and 2025 across targeted areas in the West Bank.
Evaluation Design and Tasks
The consultant(s) will be responsible for designing and implementing a comprehensive evaluation using the following methods:
- Review of existing project data and documentation
- Key Informant Interviews with YWCA staff, CBO partners, and other stakeholders
- Focus Group Discussions with beneficiaries
- Qualitative and quantitative data collection to assess awareness, stigma, and behavior changes
- Disaggregated analysis by gender, age, disability, and location
- Design and administer surveys to assess project KPIs
- Triangulate findings and produce evidence-based conclusions and recommendations
Note: The consultant will be required to submit a detailed methodology as part of the proposal. This can be refined in consultation with the YWCA team.
Required Qualifications
- Master’s degree in Social Work, Psychology, Public Health, Development Studies, or related social sciences
- 7–10 years of professional experience in program evaluation within development or humanitarian contexts, preferably related to MHPSS
- Knowledge of the mental health and psychosocial support landscape in Palestine
- Proven experience using participatory and youth-inclusive evaluation methods
- Familiarity with advocacy, awareness-raising, and anti-stigma strategies
- Strong skills in both qualitative and quantitative data analysis
- Track record of producing high-quality evaluation reports
- Ability to travel across the West Bank and possess legal authorization or work permit if required

- Profile (CV for individuals or company registration for firms), along with relevant certificates, experience, and three reference letters.
- Technical Proposal outlining proposed evaluation methodology and justification.
- Financial Proposal in EURO (including VAT/Makassa), covering all costs: consultancy fees, transportation, accommodation, taxes, workshops, etc.
- Team Profile: For firms, include organizational profile and CVs of all consultants. For individuals, provide CVs of all involved personnel.
- Sample Report of a recent evaluation relevant to youth or MHPSS projects.
